THE Austrian young workers'delegation, which dur-ing the period of four weeks visited various partsof Soviet Russia in order to study the position of theworkers and especially of the working class youth, was enthusiastically received in Moscow,LeningradKharkov,Baku and Tiflis;it had an opportunity of inspect-ing factories and workshops, proletarian schools,clubs,chil-dren's homes and even prisons. It has, there fore, come tothe following unanimous conclusion at the end of a thoroughand conscientious investigation: Soviet Russia is a proletarian State in which the workersand peasants hold power in their own hands through theSoviet system,in which government is,therefore, basd onthe collaboration of all the workers. This being so,it is self-evident that the Soviet Govern-ment does its utmost to improve the economic conditions ofthe workers and peasants and, therefore, also of the workingclass youth,to raise their cultural level through the manifoldinstitutions for proletarian education and training. After thedevastating imperialist war,the terrible years of civil war,bad harvests and famine, the Russian proletariat could onlycomparatively recently begin to have the leisure to concen-trate al!its energies on the construction and consolidation ofthe Union.
