For several months now the Soviet Communists have beenlaying the groundwork for the event. Its main purpose will be to recommit the majority of theCommunist Parties of the world to Soviet leadership, and eitherforce the Red Chinese to buckle under or to get out. Yugoslavia's Tito, who does not want to go on record aseither being inside or outside of Moscow's orbit,is amongthose opposing the Red Summit. Red China opposes it,too, but on the basis that Red Chinacannot now accept Moscow's dictation.Opposition to MoscoWat the Summit would officially split the world Communistmovement. Fear of an open split may,in fact, delay the December 15meeting. The way toward unity of the Communist bloc would beopened, however,if either Mao Tse-tung or Nikita Khrushchevwere to die prior to the 1965 Red Summit. ## MOSCOw YOUTH FORUMWHIPS UP ANTI-U.S.FEELING Nikita Khrushchev called on world youth to direct itsforces against“imperialism and colonialism”at a Youth Forumin Moscow last month. Approximately 1,000 delegates from 120 countries attendedthe Forum to hear Khrushchev's attack on imperialism in gen-eral terms and other speakers narrow down the enemy to theUnited States. The Forum wound up with demonstrations of support bythe youth of Cuba,South Vietnam,Venezuela,Guatemala,Portugal and Spain who are fighting for socialism. ## ALL AMERICAN CONFERENCETO HOLD ANNUAL MEETING The All American Conference's 15th annual meeting willbe held in the Penn Sheraton Hotel,Pittsburgh,Pa.,Fridayand Saturday,November 20 and 21,1964. OCTOBER 1964 ## DEFEATING COMMUNISMWITHOUT WAR Way back in August 1961 Freedom's Facts ran a report on"How We Can Defeat Communism Without War." The report was the result of over 20 years of study ofCommunist objectives, strategies, tactics and patterns ofthought. This report was so provocative that it was reprinted byElks Magazine,United Evangelical Action, and others, andCongressman Samuel S.Stratton(D,N.Y.),a former NavalIntelligence officer, introduced it into the Congressional Record. What did the article say?Simply this:that trained,dis-ciplined revolutionists in Communist Parties work to disinte-grate free institutions, incite one group against another, andpursue the conquest of total political power in every countryof the world. The article stated that the primary enemy of free societyis not the Soviet Union,or Communist China. The primaryenemy consists of the 36,000,000(now over 42,000,000)Com-munists in over 90 countries of the world. ## Victory Formula Then the article pointed out that to win, free men mustidentify the enemies, leam and understand their mode of at-tack,and,by developing effective countermeasures, defeatthem. In this case, countermeasures are entirely politicalVictory in political struggle makes even guerrilla warfareunnecessary. Someone has described politics as“warfare without bul-lets."This is how Communists conduct politics.Their aimis to undermine their opponents will to fight and will to resistCommunist advance, then disintegrate free institutions, andmove on to seize political power. ## Complete Outline of Red Techniques Erkki Tuominen,a Communist from Finland, explains theentire strategy and tactics in World Marxist Review,of June1964.World Marxist Review,is a monthly handbook for Com-munist revolutionists all over the world. It is a major sourceof their basic training. Here is what Tuominen says: 1.The bour
