Annual Review - Summary Sheet (1-2 pages) Summary of Programme Performance Summary of progress and lessons learnt since last review The REDD Early Movers (REM) Programme supports countries in Latin America to reduce deforestation and protect their forests. It is a multi-donor programme managed by KfW, and delivered by the recipient country or state governments and the fiduciary partners, who receive and manage the funding on behalf of the forest government. UK International Climate Finance (ICF) funds REM in two countries: in Brazil (co-funder: Germany) and Colombia (co-funder: Germany, Norway). REM provides results-based payments on an annual basis when the recipient country successfully reduces greenhouse gas emissions from deforestation. Payments are reinvested to help further reduce deforestation, leverage public and/or private investments and improve the livelihoods of forest-dependent peoples and communities. REM Colombia has made substantial progress in this period. BEIS funding has rewarded 3,475,522 tCO2e verified emission reductions achieved in 2016, corresponding to £6.6m, which is the final disbursement for this programme. The period also saw the launching of two innovative sustainable finance mechanisms and the completion of the independent mid-term evaluation. The programme has met many of its output targets including those relating to work with Indigenous communities and on strengthening institutional capacity. The final results-based payment was made to Colombia during this period, making this the first multi-donor regional REDD+ programme to complete a full funding cycle – a notable achievement. In Mato Grosso, Brazil, 2,520,000 tCO2e verified emission reductions have been rewarded in the reporting period for results achieved in 2016 and 2017. The programme has made significant progress towards full operationalisation during this period, going out to tender for two subprogrammes and being ready for a third, COVID-19 permitting. This programme has met important targets relating to results-based payments and institutional strengthening, and has designed comprehensive investment programmes that we anticipate will deliver results during the next reporting period. In Acre, the government has finalised an effective implementing structure and team during this reporting period and reinstated various activities which had previously been paused. A key consequence has been to enhance direct benefits to local communities, especially rubber tappers and indigenous communities. For the Acre programme, it is vital that the next reporting period sees significant progress on large-scale and strategic implementation of funding in line with the agreed investment plans. The second half of this reporting period saw the emergence and impact of COVID-19, and subsequent reactive measures in all three locations. This had substantial impact on programme implementation. Whilst too early to be certain of the nature of the impacts, it is likely that deforestation rates will have risen (or risen more rapidly) during this period due to institutional capacity being focused elsewhere and a lack of enforcement capacity on the ground in deforestation hotspots, as well as other factors. As the situation develops, further analysis done within the programme and by the international community will provide further insight on the links between deforestation dynamics and COVID-19. This rise in deforestation will not impact on programme disbursements, being outside the planned reward years. The isolation and public health measures required to combat COVID-19 are putting considerable strain on government capacity and resourcing, and significantly complicate the practicalities of implementing activities with local communities. The difficulties arising from being unable to convene in person have complicated the delivery of key participative mechanisms, and made it harder to ensure inclusivity.
