Public Value Investment Roadmap Template - 5-Step Investment Roadmap

Q: Why create an investment roadmap instead of reacting to funding opportunities?

An investment roadmap helps align projects with government priorities, industry trends, and co-funding partners, enabling more successful, planned investment activity.

Q: How should projects be prioritised and justified in the roadmap?

Use an Investment Funding Readiness assessment to rank projects, identify large-scale projects that are investment ready, define the problem solved, and list benefits across at least two categories such as environmental, social, economic, or cultural.

Q: What are the key steps after securing early seed funding?

After applying for smaller strategic funding and leveraging pilot or feasibility work, the roadmap focuses on building partnerships and co-funding streams, then developing a 12–48 month multi-year investment plan with staged funding targets and risk management.
