MINEX III report card documents the compliance status and performance of the SecuGen template generator “SecuGen SGFX Template Generator” for participant details, validation, and biometric testing. The report records dates for received, submitted, validated, and completed milestones, and verifies library integrity via size and MD5 checksum. Compliance testing against NIST SP 800-76-2 for PIV and the MINEX III test plan (sections 4–8) yields PIV: PASS and MINEX III: PASS. Notes describe update policy and NIST decertification conditions.

MINEX III Report Card Template Generator secugen+0109 Last Updated: September 18, 2026 Participant Details Company: SecuGen Corporation Provided CBEFF PID: 000A 0109 Provided Marketing Name: “SecuGen SGFX Template Generator” Date Application Received: 08/15/2024 Date First Submitted: 08/15/2024 (as generator version 0108) Date Validated: 08/23/2024 Date Completed: 08/23/2024 | Library | Size (bytes) | MD5 Checksum | | --- | --- | --- | | libminexiii [secugen](secugen 0109.so)[ ](secugen 0109.so)[0109.so](secugen 0109.so) | 243824 | 6607213b361e21ced9a2e5f57ceba706 | Compliance Test Results The following presents PIV compliance results per the criteria detailed in NIST Special Publication 800-76-2: Biometric Specifications for Personal Identity Verification. It also includes MINEX III compliance results per the criteria detailed in sections 4 through 8 of the Minutia Interoperability Exchange (MINEX) III Test Plan and Application Programming Interface. PIV: PASS 􀀏 All certified matchers must be able to match templates from this template generator with an FNMRFMR (0:01) 􀀔 0:01 using two fingers ([4.5.2.2](4.5.2.2)-3) . 3 􀀏 Average template creation time must be no more than 500 milliseconds ([4.5.2.2](4.5.2.2)-2) . 3 􀀏 Minutia density plots derived from generated templates do not exhibit a periodic, grid-like, or geometric structure. 3 􀀏 If matcher also submitted, matcher is PIV Level Two compliant. 3 MINEX III: PASS 􀀏 Must pass MINEX III validation. 3 􀀏 Must be PIV compliant. 3 􀀏 No more than two compliant template generators from the submitting organization, or its subsidiaries, acquisitions, or mergers allowed (8.8) . 3 􀀏 If matcher also submitted, matcher is MINEX III compliant. 3 Notes 􀀏 This report will be updated as new matching algorithms and template generators pass the compliance test. These updates will not change the PASS/FAIL decision above. 􀀏 NIST reserves the right to decertify a template generator if it later discovers the template generator violates MINEX III or PIV specifications in some previously undetected way. 􀀏 This is the “best” compliant submission from SecuGen Corporation, and is therefore a member of the pooled DET curves published throughout all MINEX III report cards. 1 Last Updated: September 18, 2026 Contents Participant Details 1 Compliance Test Results 1 Notes 1 1 Introduction 4 2 Methodology 4 2.1 Dataset ..................................................... 4 2.2 Accuracy Metrics ............................................... 4 2.3 Uncertainty Estimation ............................................ 4 2.4 Interoperability ................................................ 5 3 Results 6 3.1 Single Finger .................................................. 6 3.2 Two Finger ................................................... 9 3.3 Template Creation Times ........................................... 11 3.4 Minutia Counts ................................................ 12 3.5 Minutia Density Plots ............................................. 14 3.6 Comparison to Ongoing MINEX ...................................... 15 4 Performance Tables 17 5 References 21 List of Figures 1 MINEX III Interoperability Test Setup ................................... 5 2 DET (Single Finger) .............................................. 6 3 DET (Right Index) ............................................... 7 4 DET (Left Index) ................................................ 7 5 FNMR @ FMR = 0.01 (Single Finger) .................................... 8 6 DET (Two Finger) ............................................... 9 7 FNMR @ FMR = 0.01 (Two Finger) ..................................... 10 8 Template Creation Times ........................................... 11 9 Minutia Count Probability .......................................... 12 10 Minutia Count Cumulative Summation .................................. 13

FAQs

What template generator and participant information are recorded in the report card?

The report card identifies the participant company as SecuGen Corporation and names the provided marketing name as “SecuGen SGFX Template Generator”. It also includes the provided CBEFF PID and the received/submitted/validated/completed dates.

What compliance outcomes are reported for PIV and MINEX III?

The compliance test results state PIV: PASS and MINEX III: PASS. The listed criteria include matching capability requirements and template generator validation and interoperability constraints.

How is testing methodology and dataset described for the MINEX III evaluation?

Testing is performed at a NIST facility with participant submissions validated by NIST before full testing. Evaluation uses MINEX III compliant matching algorithms, and the dataset consists of sequestered live-scan fingerprint images with WSQ compression applied.
