Public Disclosure Authorized Public Disclosure Authorized Republic of Yemen Country Engagement Note FY22-FY23 Chair Summary* April 14, 2022 Executive Directors discussed the joint IDA/IFC/MIGA Country Engagement Note for the Republic of Yemen for FY22-FY23 and expressed strong support for the proposed engagement in Yemen, prepared in the context of the COVID-19 pandemic and food security crisis, aggravated by the war in Ukraine. Directors unanimously welcomed the WBG’s support to Yemen, highlighting the need to help the country address the impact of these shocks while supporting potential openings for peace, recovery and reconstruction. They appreciated the World Bank Group’s commitment to remain engaged in Yemen, inline with the priorities of IDA and the FCV Strategy and welcomed the focus on: (i) supporting basic service delivery and protecting human capital; and (ii) promoting food security, resilience, and livelihood opportunities. Directors supported Management’s approach to focus on institutional preservation and to reinforce its focus on capacity building of local Yemeni institutions and communities. They acknowledged the worsening food security situation and threat of famine in Yemen and appreciated the piloting of a new‘continuum of support’ approach that integrates short-and medium-term programs in its food security response. They also valued the emphasis on empowering women and asked to further expand the focus on gender. Directors emphasized that Yemen remains a high-risk, high-return engagement in terms of developmental impact and asked the WBG to retain a high degree of agility, flexibility, and partnerships to adjust to rapidly evolving circumstances on the ground. They encouraged management to continue to mitigate implementation risks and incorporate innovative tools in its monitoring and implementation support. Directors recognized the critical role of the private sector in Yemen’s resilience and growth prospects and encouraged the WBG to redouble its efforts to identify private sector led solutions to meet the infrastructure needs to support employment generation, produce locally, and lay the groundwork for recovery and reconstruction. They encouraged the Bank to focus on lessons learned and how they can be applied to other countries in a FCV situation. They stressed that all development and humanitarian partners should work together and coordinate their efforts, using their comparative advantage to leverage convening power. *This Summary is not an approved record.
