Public Disclosure Authorized Public Disclosure Authorized World Bank Group Gender Strategy 2024-2030: Accelerate Gender Equality to end Poverty on a Livable Planet and World Bank Group Gender Strategy 2024-2030 Actions to Support Implementation Report to the Board from the Committee on Development Effectiveness 􀀍 Meeting of February 12, 2024 The Committee on Development Effectiveness (CODE), open to all, met to consider the report entitled World Bank Group Gender Strategy 2024-2030: Accelerate Gender Equality to end Poverty on a Livable Planet (SecM2024-0012[IDA/SecM2024-0017, IFC/SecM2024-0011, MIGA/SecM2024-0004]) and World Bank Group Gender Strategy 2024-2030 Actions to Support Implementation (SecM2024-0012[IDA/SecM2024-0017, IFC/SecM2024-0011, MIGA/SecM2024-0004]; /1). CODE members and non-members welcomed the new WBG Gender Strategy (“Strategy”) and expressed broad support for its overall direction of travel, including its three strategic objectives, namely: (i) Foundational wellbeing: End Gender-based Violence & Elevate Human Capital,(ii) Economic participation: Expand and Enable Economic Opportunities, and (iii) Leadership: Engage Women as Leaders. They commended Management for the improved conceptual framework proposed, which shifts focus from closing gender gaps to accelerating gender equality and inclusivity, key drivers of effective and impactful development. To these ends, they deemed the WBG support for innovation, financing, and collective action to be essential. They also acknowledged that strengthening country’s institutions and systems can make a difference, partnerships can help to optimize country outcomes, and building the capacity of staff and partners can help secure client’s ownership and the sustainability of benefits. CODE members and non-members reaffirmed the centrality of gender equality indicators to support planning and programming; track progress; measure the level of ambition, results and impact; capture lessons learned; stimulate material and transformative change; leverage both public and private actors; and hold them accountable for outcomes. In these regards, they welcomed the proposed Results Framework and Matrix of Actions to support implementation of the WBG Gender Strategy 2024-2030. In further inputs into the Strategy, they requested that the Results Framework includes: (i) indicators for informal work, unpaid and reproductive work, or time-use, critical to understanding women’s participation in the economy since much of women’s work falls outside the formal sector; (ii) indicators that could capture the often small and nuanced shifts in gender equality that tend to happen over time, important for the WBG and its clients to “manage for results” and demonstrate significant changes in the fixed period of the Strategy duration; (iii) baseline data and targets across all indicators under each of the 3-tier Results Framework as such baselines and targets are essential to measure progress over time; and (iv) gender equality indicators for measuring material change and transformative impact. CODE members and non-members further requested that the draft Results Framework clarifies: (i) what specific indicator or indicators will track progress under each of the six “outcomes”(Figure 3.1, page 17) tied to the three strategic objectives; (ii) to what extent deliverables – such as the share or number of WBG operationswill catalyze WBG impact on closing the gender gaps; and (iii) how progress in executing Actions to support implementation ofthe WBG Gender Strategy 2024-2030 will be monitored and measured. They welcomed the link to the Corporate Scorecard and to the WBG’s Vision and Mission. They appreciated Management’s explanation that, where possible, the Corporate Scorecard will have sex-disaggregated indicators and will include a separate indicator on support for gender equality. 􀀍 This report is not an approved record.
