The World Bank Group (WBG) Country Partnership Framework (CPF) FY26-31 supports Mali’s efforts to strengthen resilience and enable inclusive private sector-led job creation. Grounded in broad consultations with government and stakeholders, 1 the CPF aligns with Mali’s National Strategy for Emergence and Sustainable Development 2024-2033 (SNEDD) to address the drivers of Fragility, Conflict and Violence (FCV) and promote inclusive, climate-resilient growth. The CPF operationalizes theWBG 3-by-5 Jobs framework, tailored to Mali’s context, with a focus on human capital, foundational infrastructure, and agricultural productivity. It leverages WBG flagship initiatives, including Mission 300 (M300), and AgriConnect, and will support reforms to improve the regulatory environment for private capital mobilization. Aligned with the refreshed WBG FCV Strategy and the forthcoming WBG Micro Small Medium Enterprise (MSME) Strategy, the CPF aims to deliver more and better jobs, particularly for youth, women, and communities affected by FCV, notably in vulnerable border areas. Reducing FCV risks will require effective implementation of trajectory shifting reforms outlined in the SNEDD.2 2. Since 2012, Mali has faced successive and interlinked crises, compounded by spillovers from conflicts in neighboring countries. The 2012 unconstitutional change in government amid a rebellion triggered prolonged insecurity and political instability, which persisted despite successful elections in 2013 and 2018 as well as the 2015 peace agreement, culminating in institutional breakdowns in 2020 and 2021. Legislation adopted in 2025 established a renewable five-year presidential term until stability is restored. Mali’s fragility is rooted in structural challenges, including weak governance, economic disparities, rapid demographic growth, and climate change. 3.
