The World Bank Group (WBG) Country Partnership Framework (CPF) for Chad for FY26–FY31 aims at fostering human capital development and private sector–led job creation while addressing drivers of fragility. The CPF will promote a strategic shift from public sector–led to private sector–led growth in alignment with the Government’s development vision articulated in the National Development Plan (NDP) for 2025–2030 (“Tchad Connexion 2030”) . It is also anchored in the 2024–2029 National Social Cohesion Strategy (SNCS) , which emphasizes inclusion, conflict prevention, improved governance, access to basic services and resilience. The CPF will focus on foundational human capital, physical infrastructure, and on supporting Micro, Small and Medium Size Enterprises (MSMEs) . In line with the forthcoming WBG MSME strategy, the CPF will help catalyze job creation, including for the youth, women and communities affected by the Fragility, Conflict and Violence (FCV) context. As such, the CPF is consistent with the WBG 3-by-5 Jobs framework and the refreshed FCV Strategy and will leverage the WBG key platforms related to Universal Health Coverage (UHC) , Africa Initiative for Medical Access and Manufacturing (AIM 2030), Mission 300 (M300) , and agriculture (AgriConnect) . Reducing FCV risks and achieving the CPF outcomes will require the effective implementation of critical reforms to strengthen health and education staffing, to reinforce the governance of the electricity sector, and to improve access to agricultural inputs. 2. Decades of political instability, armed rebellions, and regional spillovers have constrained Chad’s development. Periods of relative stability have been repeatedly disrupted by coup attempts and security shocks, sometimes originating in neighboring countries.
