WEIGHTS AND MEASURESELECTRONIC FIELDREFERENCE MANUAL(2025) CALIFORNIA CODE OF.REGULATIONSTITLE 4,DIVISION 9 Flectronic Field Reference Manual # Preface In accordance with Business and Professions Code Section 12533(c),the Departmentof Food and Agriculture(CDFA),Division of Measurement Standards(DMS)hasdeveloped a new electronic Field Reference Manual(e-FRM)for 2025.This e-FRM isformatted and designed for online use primarily for Registered Service Agencies(RSAs)and service agents (employees of an RSA).It is statutorily mandated that RSAspossess a copy of the California Code of Regulations (CCR)Title 4,Division 9(commencing with Section 4000 et.seq.)to complete their initial or renewal registrationapplication.This e-FRM provides an RSA with online access to the most current copy ofCalifornia regulations related to weighing and measuring devices used for commercialpurposes.Others not doing business as an RSA may also use this document and oncefamiliarized with it,find out how useful this online tool is and just how easy it is tonavigate Califomia's regulations. # Introduction Occasionally,and throughout the year,the provisions of CCR Title 4,Division 9 changedue to an addition,modification or repeal of certain sections of regulation.This new e-FRM includes real-time,user-friendly links to the most current published requirementsupdated regularly on the publishing company's website,Thomson Reuters-Westlaw.This new format includes collapsable /expandable headings where an RSA can expandon any chapter of interest and navigate to the desired section(s)of regulation.To usethe new e-FRM format,click on any of the chapters,articles,or sections(code numbersor titles)to view the official,published language of that section.Additionally,anyunderlined text in this document links to associated California laws,regulations oradditional information for further reference. An RSA may navigate this e-FRM with ease and confidence knowing thev are referencing the most up-to-date weights and measures regulations.This e-FRM may bedownloaded as a portable document format(PDF)file or accessed online using adesktop computer or any mobile device with internet access.This new e-FRM formatcomplies with the Americans with Disabilities Act(ADA)by offering the “ReadAloud”functionality of this and other linked documents and websites.LinkedAvideos also offer closed captioning functionality.In the open document orvideo,either right-click or choose the universal icon(s)to begin audio reading text display.Although it is a printable file,please go paperless and consider making useof its new electronic capability! Some sections of this e-FRM contain one or more CDFA-DMS NOTEs that providequick reference information about the provisions of that section.These notes areintended to assist an RSA with becoming more familiar with that section before linkingto it.
