As countries invest in recovering from COVID-19, confronting climate change and easing rising inequality, they must target a triple dividend: jobs and economic growth, sustainability, and inclusion. Using new data for global comparisons, this study evaluates Egypt’s productive sectors across these three dimensions. It combines employment, greenhouse gas and air-pollutant emissions, plus value-added investment multipliers. Analysis highlights strong growth potential, alongside remaining inclusion and sustainability gaps, especially for women and environmental pressures.

The triple dividend in Egypt, disaggregated for four sectors .............................50 Abstract As countries invest in recovering from COVID-19, tackling the challenges associated with climate change, and addressing growing inequality, they need to sharpen their focus on efforts to ensure the realization of a triple dividend: 1) creating jobs and economic growth , 2) fostering sustainability, and 3) enhancing inclusion. Using new data that allow global comparisons, this paper assesses the challenges faced by Egypt’s productive sectors along these three lines. First, we perform an exploratory analysis of sectoral opportunities for sustainability and inclusion in Egypt. Then, we compare Egypt’s sectoral performance to that of other countries using a triple-dividend index (3D index) that leverages data on employment, greenhouse gas (GHG) and air pollutant emissions, and value-added investment multipliers. This study does not seek to identify the sectors offering the largest outcomes in each dividend. Instead , it aims to assess whether there is an opportunity to move toward a greener and more inclusive growth path in select sectors. To illustrate how the data can be used to assess sectoral performance along the axes of job creation, sustainability, and inclusion, we zoom in on four sectors: crops, solar and wind energy, tourism, and textiles. Compared to the global distribution, all these sectors show a strong performance in the growth dimension, with a great potential for job and value-added creation, and a large capacity to generate highskilled labor. Nevertheless, inclusion and sustainability remain important challenges, as the sectors analyzed still need to realize their potential to offer economic opportunities for women and reduce air pollutants and GHG emissions without compromising on growth. 1.
