The World Bank Group (WBG) FY26–FY35 Country Partnership Framework (CPF) lays out how the WBG will support Uganda's ambition to transform into a modern, prosperous, and competitive upper-middle-income country by 2040 (Uganda Vision 2040). The Fourth National Development Plan (NDP IV) sets forth the government's priorities to achieve this vision, focusing on building productive and sustainable infrastructure, supporting the private sector, and enhancing human capital development. It also aims to strengthen governance and improve service delivery, with productive and sustainable urban areas, economic corridors, agriculture, and natural resources serving as key drivers of competitiveness and job creation. With Uganda poised to accelerate its socio-economic transformation, including transitioning into an oil producer, WBG support will focus on a selective set of strategic outcomes derived from the NDP IV. This includes delivering critical reforms, leveraging lending/investments and flagship knowledge and initiatives, and catalyzing private capital through a One World Bank Group (One WBG) approach to generate more and better jobs for the country. 2. Uganda's vast potential and development progress underpin the government's aspirations. The country is richly endowed with natural resources, including a large acreage of arable land, considerable mineral and oil reserves, diverse ecosystems and species, as well as a young and fast-growing-population. Over the past 15 years, the size of the economy has almost doubled, life expectancy has increased by almost five years, and internet use has doubled, However, the lack of good jobs is reflected in weak poverty reduction, with about 500,000 people moving out of poverty based on the national poverty line. Economic growth, which averaged 4.5 percent per annum over this period, is expected to accelerate to above 6.5 percent in the medium term as oil production begins. Yet without structural transformation, economic growth alone will not generate sufficient jobs or durable improvements in living standards for all Ugandans. 3. Translating Uganda’s growth and endowments into more and better jobs within the context of a landlocked and rapidly growing economy requires addressing persistent challenges and advancing foundational and transformational reforms toward a more productive, integrated - and spatially efficient economy. Despite gains in macroeconomic stability, much of the labor force remains in lowproductivity and informal employment, while gaps in human capital, infrastructure, and institutional capacity limit structural transformation and private investment. These challenges are compounded by climate shocks, rising service demands in refugee-hosting areas, and- constraints. Sustained job creation will require accelerating productivity through human capital investments, strengthening governance and reform credibility, enabling private sector growth, and better linking people, firms, and markets through connectivity and urbanization. The government’s ambitious transformation agenda provides the organizing framework for this 10-year CPF, linking human capital, infrastructure backbones, and logistics systems to trade corridors and urban nodes while raising firm-level productivity and employment. 4. This CPF is anchored in the WBG Jobs Strategy Framework and sets out the WBG's focus areas to help accelerate Uganda's private sector-led socio-economic transformation.
