Executive Summary i. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years (FY18-FY22) . A performance and Learning Review (PLR) was not prepared. ii. The CPF design fit the challenges Tanzania faced and the country priorities. The CPF was organized into three focus areas and 15 objectives (see Table below in section IV for the detailed Objectives) . Focus area I sought to enhance productivity and accelerate equitable and sustainable growth, with seven objectives. Focus Area II sought to boost human capital and social inclusion with five objectives. Under the third focus area three objectives sought to modernize and improve the efficiency of public institutions. The CPF focus areas and selected objectives aligned with the 2017 Systematic Country Diagnostic (SCD)’s nine priorities centered on three transformational pathways (structural, spatial, and institutional) and two foundational priorities centered on building human capital and ensuring macroeconomic stability. The CPF also aligned with the government program aimed at creating jobs, building human capital, and enhancing shared prosperity. iii. IEG rates the CPF development outcome as Moderately Unsatisfactory. Of the fifteen objectives, three results were achieved, three mostly achieved, six partially achieved and three not achieved, notably: • Focus Area I: Enhance productivity and accelerate equitable and sustainable growth. Moderate progress was made in urban development through strengthening local administrations in taxation, land registration, and digitalization, as well as construction or rehabilitation of landfills to improve the habitat. Moderate progress was also made in increasing the areas under sustainable land management and the use of bio-diversity friendly practices. Furthermore, all World Bank projects approved in FY22 posted climate benefits, in contrast to previous periods. Regarding electricity, the operational efficiency and financial sustainability of the power sector improved, but results in access in urban and rural areas were partial. No progress was made in connecting Tanzania to the regional electricity market and limited progress was made in improving service delivery (roads, electricity, and broadband) in rural areas. Several objectives under focus area I were not met, namely, to strengthen the business environment for job creation, notably in manufacturing, agri-business, and tourism, or in terms of improving access to credit for micro, small, and medium enterprises (MSMEs) and businesswomen. • Focus Area II: Boost human capital and social inclusion. Targets on building skills for the market were achieved and surpassed. A productive social assistance system was consolidated, and its coverage expanded, while helping the country meet the challenge brought about by the COVID-19 pandemic. Solid gains were made in health and education, both in coverage and quality. Partial progress was made towards accelerating the demographic transition as well as in building human capital in a child’s early years. • Focus area III: Modernize and improve efficiency of public institutions. Public institutions are now better connected to broadband services. Efforts at strengthening public accountability and financial efficiency in delivering services achieved only partial success, mainly by marginally improving the predictability of the budget, and expanding the use of e-procurement in most national and local government spending units.
