I. Executive Summary i. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers fiscal years (FY) 18-24 of the Country Partnership Framework (CPF) for Solomon Islands (SI), as updated in the Performance and Learning Review (PLR), dated August 8, 2022. ii. The CPF design was aligned with priorities identified in the 2017 Systematic Country Diagnostic (SCD),the 2017 Risk and Resilience Assessment (RRA) and Government priorities. The CPF was well aligned with corporate goals of poverty, inclusion and planet through a tight alignment with the constraints identified in the 2017 SCD. It incorporated a strong focus on disaster risk management and gender, as recommended by the RRA. The CPF also reflected coordination with the engagements of other development partners. The CPF was organized around three Focus Areas (FAs): a. FA I sought to improve access to and generation of renewable electricity, and access to quality water and sanitation services. The PLR added attention to the management of COVID-19 and public health preparedness. b. FA III addressed uneven development, one of the root causes of fragility and conflict. It concentrated on connectivity within the country and with the rest of the world and improving access to services in underserved communities. iii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the ten objectives, two were Achieved, four Mostly Achieved, three Partially Achieved, and one was Not Achieved. • FA I (Strengthening the Foundations of Well-Being), rated Moderately Satisfactory, improved access to electricity and made progress towards renewable energy generation capacity. Public health preparedness improved with the renovation of hospitals and better equipped laboratories. However, improvements in access to disaster-resilient water supplies were small, and there were no improvements in access to sanitation services. There were advancements to repairs of rural water and sanitation facilities. • FA II (Promoting Inclusive and Sustainable Growth), rated Moderately Satisfactory, contributed to strengthening the linkages between smallholder farming households and markets and to increasing the country’s tuna catch and processing capacity. IFC mobilized financing for tourism investment and scoping potential investment sites. Limited advances were made in strengthening the mining regulatory framework, but mine inspections increased beyond the target. Significant efforts to improve fiscal management did not deliver the expected results. • FA III (Managing Uneven Development), rated Moderately Satisfactory, helped with delivering services and job opportunities to underserved communities.
