Placement Test Score Requirements and Developmental Education Provisions

FLORIDA BOARD OF GOVERNORS NOTICE OF PROPOSED REGULATION AMENDMENT DATE: June 22, 2023 REGULATION NUMBER AND TITLE: 6.008 , Postsecondary-College-LevelPreparatory Testing, Placement, and Instruction for State Universities SUMMARY: Board of Governors Regulation 6.008, Postsecondary-College-Level-Preparatory Testing, Placement, and Instruction for State Universities, outlines test score requirements for undergraduate admission for first-time-in-college students. The 2023 Florida Legislature passed House Bill 1537, which was signed into law on May 9, 2023. The bill revised section 1008.22, Florida Statutes, to authorize school districts to administer the Classic Learning Test (CLT) in addition to the SAT and ACT. In addition, the bill revised section 1009.531, Florida Statutes, to allow students to be eligible for the Bright Futures Scholarship Program based on CLT scores that concord to equivalent SAT or ACT scores. Board staff propose amending Regulation 6.008 to meet the needs of students that may take the CLT as authorized in the above statutes. The proposed amendment adds concordance scores developed by Classic Learning Initiatives to align with the minimum SAT and ACT scores required for state university admissions. Universities shall accept scores on the public high school transcript as an official record of scores.
