Section 2.That this Council finds and determines that all formal actions of thisCouncil concerning and relating to the passage of this ordinance were taken in an openmeeting of this Council and that all deliberations of this Council and any of itscommittees that resulted in those formal actions were in meetings open to the public,in compliance with all legal requirements,including section 121.22 of the Ohio RevisedCode. Section 3.That this ordinance is hereby declared to be an emergency measurenecessary for the immediate preservation of the public peace,health and safety in theCity of Wadsworth in order to promote economic development;WHEREFORE,thisordinance shall go into immediate effect_provided it receives a two thirds vote of allmembers of city council.If it receives approval by a majority of the members butless than a two-thirds vote,then it shall be effective at the earliest time permittedby law.
