Project engagement and communication Site inspection Tree inspection and assessment The methodology used for the in-field tree inspection and assessment was a Level 1 (limited visual) assessment as outlined in Tree Risk Assessment MIS501, Industry Guidance on Tree Risk Assessment Methodologies, Practices and Standards (Arboriculture Australia, 2nd edn.) (MIS501). Elements of the Level 1 (limited visual) assessment that were undertaken in the field involved: Inspecting large numbers of trees from the ground on foot, with limited observational vantage points Walk by assessments from the roadside and behind guardrails, Clear Target identification Rapid assessment of some sites whereby Target Occupancy was of a low range, Identifying trees that exhibit the most severe factors for risk assessment Determining which trees required a more focused assessment, i.e. Level 2 (visual) assessment. MIS501 (p. 81) states that “this type of assessment is frequently used after a storm to identify trees that require immediate action.” A Level 2 assessment (MIS501), also known as a complete Visual Tree Assessment (VTA)1 procedure as outlined in (Mattheck & Breloer, The body language of trees. A handbook for failure analysis, 1994) was not undertaken. No Level 3 assessment, e.g. aerial tree inspections, diagnostic and/or invasive testing of any tree organs to confirm the presence of defects and/or structurally defective tree organs (trunks and roots), or pathogenic infection. tree organ sampling (foliage and/or bark were collected for the purpose of botanical identification and/or identification of pest and/or disease, was carried out. Definitions MIS501 uses and defines the following terminology: ALARP – “as low as reasonably practical”, particularly where major injury or fatality is a potential consequence (p. 19).
