Chairman Whitehead again noted that this property abuts the Town-owned property at 22Highland Avenue as well as a small sewer line.He questioned whether it makes sense toenter into negotiations with the developer to make the project more palatable and reducedensity.HPB Chairman Suhrbier pointed out that only six units would count towards theaffordable requirement. Resident Parking-WHS Neighborhoods(Cedar,Holland,Nelson,Oak,Spruce,Summer,Tremont.Westley and Winter Streets) Selectman Grenzeback informed his colleagues that he feels this restriction should remain inplace and the School Committee should be encouraged to set a policy for minimizing parkingoverall,but particularly on-street. *Motion:That the Board of Selectmen reauthorize the "Resident Only"parking restriction for Cedar,Holland,Nelson,Oak,Spruce,Summer,Tremont,Westley and Winter Street indefinitely with said restriction tobe applicable Monday-Friday from 7 AM to 5 PM and that residentsof these streets be issued permits at no cost. VOTED All in favor Bettencourt-Grenzeback National Grid -Gas Leaks Chairman Whitehead informed his colleagues that staff has met with representatives fromnational Grid relative to the numerous reported gas leaks in Winchester.National Grid is inthe process of updating the map and once completed,will meet with the Board of Selectmen.He noted that National Grid is being pressured by the Department of Public Utilities toreplace the old cast iron lines to pvc.pipe.A good number of leaks occur along the 115kV lineand are classified from\#1 to\#3.A\#1leak occurs in a house or adjacent to it.The amount ofthe leak does not influence the grade but rather the location.NationalGrid is trying to reducethe number of leaks so that not as much natural gas is wasted. Town Manager explained that National Grid has compared notes with Eversource and thethought is to look at the alignment of the gas line in conjunction with Eversource forcorrection.Over the next ten years DPU has mandated that all gas leaks must be eliminated.Chairman Whitehead indicated that an accurate map of all gas leaks is being prepared.TownManager explained that there is good coordination between the DPW and National Grid forleak repair prior to repaving.NGrid has authority to dig in newly paved road when a leak isdetected,but otherwise they must abide by the five year moratorium Housing Production Plan Town Manager explained that development of a Housing Production Plan with specificcomponents involves community outreach to assist the consultant in outlining the communitycommitment to increase the number of affordable units in order to reach the 10%affordablehousing requirement.He noted that the Cambridge Street 40B has increased the percentageto just over 3%,however this project is under appeal but still counts toward the index.TownManager recalled that there has also been discussion about a 40B for Holton Street,and there Cedar Street Holland Street Nelson Street Oak Street Spruce Street ·One permit will be issued for each registered vehicle. ·Residents will be able to obtain one visitors permit per property.
