The study addresses the need to strengthen information openness of local self-government bodies through sustainable, interoperable, and cognitively oriented digital technologies. It aims to formalize an integrated digital framework that ensures openness while accounting for cyber resilience, administrative efficiency, and ethical-technological coherence. Comparative cross-analysis, architectural modeling, sequential modeling, and cognitive interaction modeling underpin the work. The results validate digital technologies as enablers of transparency and accessibility via e-Government portals, OGD, CRM, and e-Participation, supported by centralized API orchestration and cyber-resilient monitoring.

Aim of the research The aim of the study is to formalize an integrated digital framework for local government aimed at ensuring information openness, taking into account the parameters of cyber resilience, administrative efficiency, as well as ethical and technological coherence. Research methods The study employed the following methods: comparative cross-analysis, decomposition analysis, architectural modelling, sequential modelling, requirements and class modelling, Kanban modelling, cognitive modelling of user interaction. Results The study confirmed the key role of digital technologies in increasing information openness of selfgovernment bodies, in particular through the use of e-Government portals, Open Government Data (OGD), Customer Relationship Management (CRM) and e-Participation as balanced tools of transparency and accessibility. The proposed framework is based on centralized Application Programming Interface (API) orchestration, traceable transaction routing, and a cyber-resilient monitoring module (CyberMonitor), which ensures regulatory verifiability of service interaction. Institutional scalability, techno-ethical compliance, and cognitive accessibility are achieved through modular architecture, class typification, and Kanban strategy for implementing digital openness. Academic novelty of the research The academic novelty of the research is the formalization of a multi-level framework for digital governance with an interoperable architecture centralized through the e-Government Portal. A metamodel for evaluating digital technologies based on the criteria of openness, cyber resilience, and institutional resilience is proposed. Prospects for further research Further research should be directed towards launching a controlled pilot project to empirically test the functioning of the framework in local e-government settings. The testing results should become the basis Journal of Theoretical and Applied Information Technology ~~31~~s~~t October
