Simultaneous Operations (SIMOPS) risk assessment procedure provides a structured method to identify clashes between concurrent activities that may cause safety hazards, environmental harm, or financial loss. The approach requires hazard identification and ALARP-based control measures, continuous reassessment when changes occur, and strong communication among all parties. It also standardizes safe work practices through defined responsibilities, authorization, emergency guidance, and a checklist for preparation, supported by approval and review workflows by safety authorities, a SIMOPS leader, and the commissioning manager.

Simultaneous Operations (SIMOPS) Assessment is a comprehensive review process to identify potential clashes between activities that could lead to undesirable events or circumstances, such as safety hazards, environmental damage, or financial losses. Our team has extensive experience in facilitating SIMOPS reviews, ensuring that our clients assess the risks and implement effective measures to mitigate them. Ensuring a safe and secure work environment is crucial for organizations performing simultaneous operations (SIMOPS) . These operations involve multiple activities executed in the same location at the same time, which can lead to conflicting interests. As industrial infrastructures become increasingly complex and larger, the need to conduct thorough risk assessments for SIMOPS has grown significantly. Understanding what constitutes a SIMOP is vital, as it refers to any operation where two or more potentially conflicting activities are being executed simultaneously. To mitigate risks associated with SIMOPS, organizations must develop a comprehensive Operational Authorization Manual (MOPO) that outlines safe operating procedures for each individual operation. Conducting a thorough risk assessment for SIMOPS involves identifying and analyzing all potential hazards and determining the necessary control measures to minimize risks 'As Low As Reasonably Practicable' (ALARP) . This process should be repeated throughout the operational cycle, especially when modifications are made to ensure that risks are continuously reassessed and updated. Effective communication and coordination among all parties involved in SIMOPS are essential for ensuring a smooth execution of operations while maintaining a high level of safety. By adopting proactive measures and engaging with stakeholders, organizations can minimize risks, prevent accidents, and protect the environment, employees, and equipment. Digital solutions can help organizations identify and manage potential risks associated with simultaneous operations (SIMOPS) . By centralizing information on a single platform, managers can verify that all risk reduction measures are applied during each operation. This enables real-time monitoring and recording of past operations and incidents, facilitating the identification of new risks and automating notifications to stakeholders. Digitized applications connected to the digital management platform allow for efficient field work, with offline capabilities and customization options tailored to user needs. The digitization of electronic permit-to-work systems streamlines and standardizes processes, providing online approval mechanisms and integrating functions such as camera, voice, GPS, and e-signature. The purpose of this procedure is to ensure that personnel involved in simultaneous operations on projects have a thorough understanding of safe work practices and procedures. This includes construction, commissioning, and production activities. To achieve this, the following steps must be taken: * Review proposed activities through meetings or toolbox talks to identify participating departments and subcontractors. * Establish a matrix of responsible persons to authorize simultaneous activities. * Control and perform these activities safely by: + Defining responsibilities + Appointing a Simultaneous Operations Leader (SOL) to coordinate activities + Identifying preventive safety measures + Limiting the number of simultaneous activities in any given area + Establishing communication channels + Providing training The objective is to minimize the potential for personnel injury and equipment damage by: * Controlling access to areas where simultaneous activities are taking place. * Providing specific i

FAQs

What is the purpose of the SIMOPS risk assessment procedure?

It identifies potential clashes between activities executed in the same place and time, then defines control measures to prevent safety, environmental, and financial incidents.

What must organizations do to reduce SIMOPS risks over time?

Conduct thorough risk assessment, determine ALARP control measures, and repeat reassessment throughout the operational cycle, especially when changes are made.

Which roles and steps are involved in authorizing simultaneous activities?

A SIMOPS Leader coordinates activities, a matrix of responsible persons authorizes simultaneous work, and communication channels plus training are established before execution.
