When must Form SC4868 be filed to receive the extension?

File it on or before April 15 or before the original due date of the fiscal year return. If the due date falls on a weekend or legal holiday, use the next regular working day.

Does the extension extend the time to pay South Carolina income tax?

No. The extension of time to file does not extend the time to pay tax. Any unpaid portion incurs interest at prevailing federal rates and a ½% per month penalty for failure to pay at least 90% of the final tax due.
