Project Evaluation Template collects structured core information for monitoring and evaluation of a funded scheme, including funding overview, match funding changes, expenditure against baselines, and milestone completion dates. It guides users to present logic model evidence by comparing planned expectations with actual and forecast results, using visual styling to distinguish measured outcomes from pending achievements. It also prompts reporting of context and rationale, including strategic policy links and market failure justification.

The Project Evaluation Template sets out, in a structured way, the core information we require from you about your project for Monitoring and Evaluation purposes. However, this does not limit the scope of what you can submit. We welcome further information that will provide a more detailed insight your project. Scheme Overview Guidance: This section provides an overview of the project funding and timescales at the outset of the project comparing it to the final outturn position. Most of the information will be pre-populated however please check that the information entered is correct, highlighting any amendments made. *Match Funding – please identify match funding sources and any changes to the baseline position. | Scheme | Local Sustainable Transport Package 2015/16 | Funding Ref | LGF L | | --- | --- | --- | --- | | | | | LGF | EDF | RIF | Match* | | --- | --- | --- | --- | --- | --- | --- | | Total Project Funding (Baseline £m) | £9,458 ,000 | Funding Source (Baseline £m) | £2,897,754 | £ - | £ - | £6,560,000 | | Project Spend (Actual £m) | £9,458,500 | Funding Source (Actual £m) | £2,897,754 | £ - | £ - | £6,560,000 | | Project Milestones | | | | --- | --- | --- | | Milestones | Baseline Completion Dates | Actual Completion Dates | | Approval of Full Business Case | Dec 2014 | Dec 2014 | | Secure Statutory Powers and Consents | N/A | N/A | | Programme Implementation Start | April 2015 | April 2015 | | Programme Scheme Completion | Mar 2016 | Mar 2016 | | Largest Capital Components: | | | | trategic Walking and Cycling Route (Weston Villages to Locking Parklands -s-M) | | | | Start of Design Works | Jan 2015 | Jan 2015 | | Opening date | Dec 2015 | Feb 2016 | | Access to Avonmouth and Severnside Employmen Area-Walking and Cycling Routes | | | | Commence Implementation | Nov 2015 | Feb 2016 | | Opening Date | Feb 2016 | May 2016 | Logic Model Guidance: This section again looks to provide a comparison of pre-project expectations with those actually achieved. The table is split into three parts: 1) Planned 2) Actual / Forecast 3) Additional Metrics 1) Planned section – this section will be pre-populated with the information you supplied in the Logic Model section of the Monitoring and Evaluation Plan that you will have completed at the projects outset. 2) Actual / Forecast section – this section aims to capture the post project results. As it may be too soon following the project’s completion for some of the benefits and impacts to have arisen the section looks to capture both ‘Actual’ and ‘Forecast’ impacts. ‘Actual’ results should be shown in black text with the year of achievement listed and ‘Forecast’ results shown in blue italics to make it clear what still needs to be achieved/measured. The only information in this section which will have been pre-populated is the ‘Objectives’, however please check that these are still correct, again highlighting any amendments made. Please also add additional lines to include any new objectives that arose once the project had commenced. 3) Additional Metrics section – it may be that you have additional measures, not listed in the above sections, that need to be reported on to other organisations or which weren’t added to the Logic Model initially. Where this is the case please add them to the Metrics section. Further details on the Outputs, Outcomes and Impacts will need to be provided in the following section – Project Evaluation. It would therefore be useful to give a reference to each row entry added in the Logic Table e.g. give all entries in the Outputs column a number entry – 1, 2, 3 etc, then give all entries in the Outcomes column an alphabet entry – a, b, c etc and finally in the Impacts column give each entry a roman numerals entry – i, ii, iii. | Context and Rationale | | --- | | Provide a brief description of the strategic and policy context (link to local and national strategy policy). Briefly describe the market failure rationa

FAQs

What information does the Project Evaluation Template request for monitoring and evaluation?

It requests structured core details about the project, including scheme funding overview, match funding and baseline changes, spending against baseline, milestones with baseline and actual completion dates, and logic model results covering planned, actual/forecast, and additional metrics.

How should planned and post-project results be presented in the Logic Model section?

The template compares pre-project expectations with achieved results by separating planned from actual/forecast and additional metrics. Actual results should be shown in black text with the achievement year listed, while forecast results should be shown in blue italics to indicate what still needs to be achieved or measured.

What does the Context and Rationale section cover?

It covers strategic and policy context, briefly describes the market failure rationale for the intervention, and explains how the LGF grant investment supports themes such as enterprise growth, connected centres, and transitions to low carbon lifestyles.
