MassCEC seeks to advance science and applied research highly relevant to planning, deployment, and operations of offshore wind in the southern New England lease areas and the Gulf of Maine, while growing regional capacity to conduct such work. The solicitation runs in two stages: concept papers followed by full applications. MassCEC provides feedback to concept paper applicants, and issues funding commitments based only on full applications, via grants or service agreements with specified scope. Submittal deadlines cover concept papers and full applications, and the document outlines eligibility, outcomes, milestones, deliverables, and intellectual property requirements.

FAQs

What is the main goal of the Offshore Wind Science and Research solicitation?

MassCEC aims to advance science and applied research relevant to offshore wind planning, deployment, and operations in specific lease areas, and to build Massachusetts and regional capacity for conducting that research.

How does the two-stage application process work?

Applicants submit concept papers first, and MassCEC responds with interest in receiving a full application and may provide feedback. Funding commitments are made only after full applications are submitted.

What funding mechanisms may be used for approved projects?

Funding may be provided as a one-time grant or service agreement for a defined scope of work, or in another form of MassCEC financial or programmatic commitment.
