Navajo Nation Certified Chapters Request for Proposals for Financial Audit Services RFP BID No.26-04-4108DB INVITATION: The following Navajo Nation Certified Chapters are soliciting proposals from public accounting firms to conduct the financial audit for the fiscal years 2020, 2022, and 2024: 1. Kayenta Chapter 2. Chilchinbeto Chapter 3. Bodaway/Gap Chapter 4. Shonto Community Governance BACKGROUND: The Kayenta Chapter, the Chilchinbeto Chapter, the Bodaway/Gap Chapter, and the Shonto Community Governance are governance-certified chapters operating under the Five Management System Policies and Procedures. Each chapter currently employs two full-time staff members and serves the registered voters within its jurisdictional boundaries. All four chapters are responsible for daily operations, with oversight provided by the elected Chapter Officials, including the Chapter President, Vice President, and Secretary/Treasurer. The majority of the Chapter resources are provided through appropriations from the Navajo Nation central government. Other revenue is generated from miscellaneous user charges assessed by the Chapter for services and/or goods provided to its community members and other external entities, such as the county and externally funded entities. BID SCHEDULE: | Issuance of Bid Invitation | April 22, 2026 | | --- | --- | | RFP-Questions Due | May 08, 2026 | | RFP-Submittals Due | May 13, 2026 | | Official Opening of RFP Proposals | May 15, 2026 | | Notice of Selection | May 15, 2026 | PURPOSE/SCOPE OF WORK: The Kayenta Chapter, the Chilchinbeto Chapter, the Bodaway/Gap Chapter, and the Shonto Community Governance is seeking to obtain the services of a public accounting firm to perform financial audits for fiscal years 2020, 2022, and 2024, all beginning October 1st and ending September 30th of each fiscal year. The financial audit will encompass the general-purpose financial statements, combining statements, and other schedules for each fiscal year. The audit is to be performed in accordance with generally accepted government auditing standards. The financial statement audit is to determine whether the financial statements presented fairly the financial position and results of operations in accordance with the generally accepted accounting principles, and whether the Kayenta Chapter, the Chilchinbeto Chapter, the Bodaway/Gap Chapter, and the Shonto Community Governance Chapters has complied with laws and regulations for those transactions and events that may have a material effect on the financial statements. The financial audit will also include determining whether the financial reports and related items are fairly presented, financial information is presented in accordance with established or stated criteria, and the Kayenta Chapter, the Chilchinbeto Chapter, the Bodaway/Gap Chapter, and the Shonto Community Governance Chapters have adhered to specific financial compliance requirements.
