MANCHESTER SCHOOL DISTRICT SAU \#37 POLICY COMMITTEE February 21, 2024 6:00 p.m. 1. Chair Want called the meeting to order at 6:02 p.m. 2. The Clerk called the roll. Present: Committee Members Want, Parr, Bonilla, Potter, O’Neil, and Ascencio. 3. Public Forum There was no one present wishing to speak during public forum. 6. Approval of the Minutes from the January 30, 2024, Policy Committee meeting. On motion of Committee Member Parr, duly seconded by Committee Member Bonilla, it was moved to approve the minutes of the January 30, 2024 Policy Committee meeting. All were in favor and the motion passed. 7. Presentations There were no presentations this evening. 8. Policy BOSC 117: Board Meeting Minutes – by Attorney Katie Cox Pelletier Attorney Cox Pelletier stated this is a needed policy. Currently the procedures regarding board minutes is found in the Board Rules but it is a requirement to have this policy. The wording in the proposed policy is what is already being done in the district. She stated that we will keep doing what we are currently doing. Recently we made changes based on the new law regarding non-public minutes and Angela is still compiling the required list and keeping it updated. Non-public minutes need to be reviewed and unsealed after 10 years, beginning with the minutes from October 2023, and we are keeping track of that and those will come back. She stated that she did have some edits since what was put into the minutes, which included: January 30, 2024 Policy Committee Page 2 of 7 1. Page 3, \#1, change to read “…all minutes will be kept at the office of the Superintendent by the Board Clerk”. 2. Page 3, \#2, remove the wording,“and Board Policy {**}EH. 3. Page 3, \#2, second paragraph, remove the first word Additionally. 4. Page 5, \#4, add via the Board Clerk after the Superintendent, to read,“the Superintendent, via the Board Clerk, is directed to maintain ” Questions and comments included: 1. Draft minutes, that meet the requirements of the RSA, are available upon request within five days of the meetings. The requirements by the state law are less than the information that is provided in the minutes for the committee or board. 2. The final compiled minutes are put on the agendas for approval and then will go online. On motion of Committee Member Parr, duly seconded by Committee Member Bonilla, it was moved to approve the policy BOSC 117: Board Meeting Minutes, as amended, and forward this item to the full Board of School Committee for approval. All were in favor and the motion passed. 9. Benefits Specialist Job Description – by Michaelle Evans, Human Resources Director Michelle Evans was present to speak. She stated that her and Connie worked diligently on the job descriptions for submission as requested by this committee. She stated they also have one Trainer but that was not ready for them to proceed with at this time. She stated that beginning with the Benefits Specialist, the HR department is lacking support for many of the tasks relating to benefits administration. With 2,200 active and 900 retirees, this position is needed. This position will focus on the 900 retirees and the plans that are available to each employee category upon retirement. Working on Thrillshare, updating the retirement documents and the pages for the retiree population to have access to up-to-date information is a large part of addressing regular inquires and having a place to push people toward so that they can quickly get the information that they’re looking for. Keeping the data updated and fresh for self-service options for retirees is a productive way of handling these inquiries, however, the data must be updated regularly and this is time consuming. Other tasks, including the reconciliation January 30, 2024 Policy Committee Page 3 of 7 of invoices, and pension files sent to the district will ensure a greater level of efficiency and maintaining accurate records
