ATTACHMENT B: FY24 NEW CONSTRUCTION WITH INCREMENTAL UPGRADES PROJECT DESCRIPTION/SCOPE OF WORK ABC Building Group-Central Region PROJECT DESCRIPTION MEA funding for this new construction project will be used to fund the incremental costs of energy efficient heat pumps, dishwashers, refrigerators, and clothes dryers in 149 apartments in two separate communities that serve low-to-moderate income Marylanders. The energy efficiency upgrades will only be installed in the income-restricted units in both communities. DELIVERABLES The deliverables described below shall be designed, purchased, developed, and implemented by ABC Building Group. hereinafter “Grantee.” Each of these deliverables shall include cost effective measures that directly contribute to energy savings and/or facilitate energy conservation behavioral practices in Maryland. 1. Energy Efficiency Upgrades A. Grantee has identified 149 apartments in three new construction buildings in County as eligible candidate facilities serving low-to-moderate income Marylanders to receive an energy efficiency upgrade under this Grant. Address Building 1 Address Building 2 Address Building 3 B. Grantee shall provide personnel to comply with the reporting and invoicing requirements of this Grant. C. All work shall be completed by contractors and/or staff holding all necessary certificationsand licenses. Additionally, all work performed pursuant to the Grant shall comply with all applicable local, State, and federal building codes. D. Specifications for efficiency upgrades and the associated reimbursement amounts are shown below in Table 1. Table 1 – Incremental Upgrades and Allowable Cost Reimbursements | Efficiency Upgrade Incentive Level Upgrade Efficiency Level | | | | --- | --- | --- | | AGW Insulation | $ . 11/SF | Closed cell spray polyurethane foam (SPF) insulation in 2x6 cavity (R6/inch) | | HPWH | $750 | ENERGY STAR® qualified heat pump water heater | | High Efficiency Heat Pump | $400 | ENERGY STAR® qualified air source heat pump | | Ductless mini-splits | $ 1,500 per mini split, Max $3,000 for 2 or more units. | Mini-Split heat pump System with minimum 20 SEER, 12.5 EER and (for heat pumps) 10 HSPF | | Washing Machine | $ 110 | ENERGY STAR® qualified | | Clothes Dryer | $250 | ENERGY STAR® qualified | | Dishwasher | $80 | ENERGY STAR® qualified | | Bath Fans | $ 15 | ENERGY STAR® qualified | | Ceiling Fan | $20 | ENERGY STAR® qualified | | Refrigerator | $75 | ENERGY STAR® qualified | | Light Bulbs | LED Mandated | LED Mandated | 2. Design Upgrades Scope of Work A. Grantee shall install incremental efficiency upgrades in the buildings identified above. These incremental efficiency upgrades are the proposed design upgrades over the minimum 2021 IECC with Maryland amendments1. Energy savings will result from the energy efficiency design upgrades over the minimum required baseline codes. B. Grantee shall upgrade the identified facilities by implementing the following: 1) Building 1 | Energy Efficiency Upgrades \# of Units | | | --- | --- | | ENERGY STAR Packaged Split System Heat Pumps | 46 | | ENERGY STAR Refrigerator | 46 | | ENERGY STAR Dishwasher | 46 | | High Efficiency Clothes Dryer | 46 | 1 [https://energy. maryland.gov/Pages/policy-energy-codes.aspx](https://energy. maryland.gov/Pages/policy-energy-codes.aspx) 2) Building 2 | Energy Efficiency Upgrades \# of Units | | | --- | --- | | ENERGY STAR v3.1 Packaged Split System Heat Pumps | 37 | | ENERGY STAR Refrigerator | 37 | | ENERGY STAR Dishwasher | 37 | | High Efficiency Clothes Dryer | 37 | 3) Building 3 | Energy Efficiency Upgrades \# of Units | | | --- | --- | | ENERGY STAR v3.1 Packaged Split System Heat Pumps | 66 | | ENERGY STAR Refrigerator | 66 | | ENERGY STAR Dishwasher | 66 | | High Efficiency Clothes Dryer | 66 |
