The FY Multi-Project Umbrella Research to Operations Transition Plan defines an overarching approach to move multiple NOAA OAR- and NWS-funded transition projects from research into NWS operations (R2X). The plan is a living document, reviewed and acknowledged by designated parties, and remains valid until goals and user-defined metrics are met and associated gates or requirements are satisfied. It outlines umbrella purpose, roles for line office transition monitoring, project lists, transition activities, milestones, deliverables, update cadence, budget impacts, and risk mitigation, with project-specific details provided in Appendix A.

FY’## Multi-Project Umbrella Research to Operations Transition Plan Review / Acknowledgement Page The parties below, by providing signatures, reviewed and acknowledged the transition plan outlined in this document, which may periodically be updated as needed. Please remember a transition plan is intended to provide the vision or road map for the proposed capability and guide transition efforts toward research to Operations, Applications, Commercialization and other uses (R2X). It is a living document to be amended with increasing detail as the project matures and will remain valid as long as the corresponding development project is completed successfully, satisfies end user-defined / Line Office metrics for success and operational constraints, and clearly surpasses each of the associated gates or requirements for transition. The signing of a transition plan provides situational awareness of the work and review / acknowledgement to move forward. Signatures do not represent a binding agreement and/or funding availability. This Transition Plan is not considered a final document until the specified goals are met or the project is divested. *Consult HYPERLINK "https://www.noaa.gov/organization/administration/nao-216-115b-research-and-development-in-noaa" \h HYPERLINK "https://www.noaa.gov/organization/administration/nao-216-115b-research-and-development-in-noaa" \h NAO 216-105B and check with the relevant Line Office (LO) for appropriate transition stage signatures[1]. Until a project matures, new R&D efforts may only require approval from a division chief or other resource manager, who may serve as both the R&D and receiving LO transition manager. R&D LO signature lines and columns (above) may be omitted, as necessary, if the transition activity occurs internally within a single LO. Purpose This Umbrella Research to Operations Transition Plan consists of [##)] R2O Transition Plans for transition projects that were funded in fiscal year [###] by NOAA, Office of Oceanic and Atmospheric Research (OAR), through the [insert funding program] program. The projects listed in this umbrella plan [insert how projects are related; for example, all address the priorities identified within a Notice of Funding Opportunity (i.e. RFP)] Transition plans for each of the projects are included in Appendix A. Each project’s transition plan was developed jointly by the project’s Principal Investigator (PI) and NWS Point of Contact (POC) and has been reviewed by WPO and a NWS review panel consisting of representatives from the relevant Service Delivery Portfolios. [Provide a brief description of the programs multiple projects which this document will address] A list of selected projects is provided in the next section. The purpose of this overarching Research to Operations Transition Plan (umbrella plan) is to describe an approach for transitioning the projects to NWS operations, pursuant to NOAA Administrative Order 216-105-B and 216-115A. The transition details of the projects are presented in the individual transition plans. List of Projects LOTMC Role LOTMs or their delegates are responsible for periodic transition monitoring within and between line offices (in the case of projects transitioning from one line office to another). The LOTMs should work together to monitor the NOAA transition portfolio. LOTMs or their delegates are also the key line office point of con

FAQs

What is the purpose of the multi-project umbrella R2O transition plan?

It describes an approach for transitioning funded projects to NWS operations and explains how transition details are presented in individual project transition plans.

How is the transition plan treated over time?

It is a living document that may be amended as the projects mature, and it remains valid while the development projects complete successfully and meet success metrics and operational constraints.

Who is responsible for monitoring transition progress and recommending changes?

LOTMC roles (LOTMs or their delegates) are responsible for periodic transition monitoring within and between line offices and for recommending needed changes to transition plans.
