DMERL Framework - Project Management Doctrine - Design, Monitoring, Evaluation, Research and Learning - 2.0

Sep 12, 2026

DMERL Framework: Project Management Doctrine provides practical guidance for designing and managing projects through a unified approach combining Design, Monitoring, Evaluation, Research and Learning. It explains how DMERL principles guide cross-cutting themes such as accountability and inclusivity, and how teams make data-based decisions. The framework maps DMERL to the project management cycle by detailing how to execute each phase—design, planning, monitoring, and evaluation—while extending evaluation and research beyond the core cycle.
