Decision Support Web-based tool and guiding document for the REGIO1st project, delivering a structured planning approach to regional energy planning. It explains what regional energy planning is and how the Energy Efficiency First (EE1st) principle guides policymakers to prioritise demand-side measures before new energy supply investments. The workflow covers preparation, stakeholder engagement, energy objective review, system assessment, cost-benefit and feasibility analysis, action definition, and implementation with monitoring and continuous improvement. It also introduces the project tools supporting stakeholder analysis, target mapping, ranking priorities, data collection, and MCDA.

FAQs

What is regional energy planning in the document?

Regional energy planning is described as a collaborative, systematic process to develop and implement regional energy strategies. It accounts for local needs, resources, and opportunities to optimise the energy system and support energy and climate objectives.

How does the Energy Efficiency First (EE1st) principle influence planning decisions?

The EE1st principle prioritises implementing energy efficiency measures before investing in new energy supply infrastructure or capacity. In regional planning, it directs planners to consider demand-side measures first, such as improving building efficiency and promoting efficient appliances, before exploring supply options.

What are the main stages included in the planning workflow?

The document outlines eight stages: preparation; engaging stakeholders and building partnerships; reviewing energy objectives and targets; exploring the current regional energy system; cost-benefit analysis; assessing feasibility of least-cost solutions; defining actions and developing the regional energy plan; and implementation, monitoring, and review.
