Public Works Director | SYNOPSIS: This resolution, if approved, authorizes a partnership with Sarpy County for joint street striping services. Under this arrangement, Sarpy County acts as the lead agency, coordinating the bidding and contract award process for multiple municipalities, which enhances efficiency and provides better pricing for all partners. FISCAL IMPACT: The estimated fee for the 2025-2026 FY is $51,500 . By combining lane miles with the county and other municipalities, the City benefits from more economical, bulk-rate pricing. The contractor will bill the City directly for work completed within the city's jurisdiction. RECOMMENDATION: Approval. BACKGROUND: The City of Papillion has a successful history of collaborating with Sarpy County on this service. Based on this established partnership and the County’s willingness to manage the bidding process, the Public Works Director recommends authorizing the City to continue working under the County’s umbrella. Black, Mayor ATTEST: Nicole Brown City Clerk (SEAL) Resolution 2026-066 BOARD MEETINGS SARPY COUNTY, NEBRASKA Awarding bid to Straight-Line Striping for the Striping of County Roads at the Rate of $25.75 per Gallon Whereas, pursuant to Neb. Rev. Stat. §23-104(6), the County has the power to do all acts in relation to the concerns of the County necessary to the exercise of its corporate powers; and, Whereas, pursuant to Neb. Rev. Stat. §23-103, the powers of the County as a body are exercised by the County Board; and, Whereas, the County has cooperated with Cass County, Cities of Bellevue, Gretna, La Vista, Papillion, Ralston, and Springfield to solicit for bids for the striping of County roads with posted speeds in excess of 45 mph, including up to almost 800 lane miles; and, Whereas, bids for Striping County Roads have been solicited, made, opened and reviewed pursuant to applicable Nebraska State Statutes; and, Whereas, based on those proceedings, this Board has duly deliberated and considered the bids received; and, Whereas, this Board desires to proceed forthwith in order to expedite and facilitate service to the citizens of Sarpy County. NOW, THEREFORE, BE IT RESOLVED by the Sarpy County Board of Commissioners that: 1. Based upon the recommendation of the Purchasing Department, and upon review of the 3 opened bidsand a comparison of the bids to the bid specifications, the qualified bid from Straight-Line Striping for the striping of County roads at the rate of Twenty-Five Dollars and Seventy-Five Cents ($25 .75) per gallon for a total contract award amount of Five hundred Three thousand, Fifty-Two Dollars and No Cents ($503,053 .00) (County portion One Hundred Eighty-Two Thousand Eight Hundred Twenty-Five Dollars and No Cents ($182,825 .00)) is accepted, ratified, confirmed. 2. This Board's Chairman, Clerk, and Attorney are hereby authorized and directed to execute such ancillary documents as may be required to evidence the contract and take any and all steps necessary or required in order to carry out the terms of such contract after said documents have been reviewed by the Attorney, Fiscal Administrator, and County Administrator. The above Resolution was approved by a vote of the Sarpy County Board at a public meeting
