I. Executive Summary i. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years (FY)19–23, and updated in the Performance and Learning Review (PLR) dated May 7, 2023, which extended the CPF period by one year to FY24. ii. Zambia’s CPF design was aligned with the country’s 7th National Development Plan (NDP) and the priorities identified by the 2018 Systematic Country Diagnostic (SCD) to reach the Twin Goals. CPF preparation took place under a weak macroeconomic environment reflecting persistent structural imbalances. COVID-19 contributed to a worsening macroeconomic situation. The CPF response to the emerging underlying challenges was captured by PLR, which re-clustered the original CPF design from three to two focus areas, and from six to five objectives. The revised CPF structure reflected the response to the evolving challenges Zambia faced, and the priorities of the new government program (8th National Development Plan), and WBG corporate goals. The CPF structure includes: • Focus Area I: Increased resilience of rural households to climate change and other shocks, comprising two objectives: (1) increased access to services to farmers and (2) increased access to and quality of resilient infrastructure services in selected rural areas and small towns. • Focus Area II: Better job prospects for under-employed groups, comprising three objectives: (3) increased access to health, education, and social protection, (4) strengthening economic management for sustainable growth and regional integration, and (5) improved livelihood opportunities especially for rural communities. iii. IEG rates the CPF development outcome as Moderately Satisfactory. Out of five objectives, four were mostly achieved, and one was partially achieved. • Under focus area I progress in increasing farmers’ access to services has been made in setting up the basis for the reform of the Farmer Input Support Program (FISP) and launching the distribution of e-vouchers. Gains have been made by surpassing the target set for building irrigation infrastructure and advancing insetting water users’ associations, building complementary roads and distributing land to farmers. Increase and diversification of services, as well as impact on productivity and incomes will require sustained efforts over the long haul (Objective 1, mostly achieved) . The targets on access to electricity, sanitation, and land protected/restored, as well as on social assistance to targeted populations were met. However, no progress was made in improving access to all-weather roads in rural areas (Objective 2, mostly achieved). Under focus area II, the number of girls enrolled in secondary schools surpassed the target and the expansion in capacity of secondary schools came close to the target.
