Yemen’s FCV Envelope IDA Eligibility Yemen has been granted eligibility to the Remaining Engaged in Conflict Allocation (RECA) in FY26 via IDA21’s expanded data pathway. Yemen’s conflict-related fatalities are 7.2 per 100,000 people, with the country experiencing the effects of high-intensity conflict with high volatility and high FCV risks on the ground, and a CPIA below 2.5. Yemen has been embroiled in a prolonged FCV crisis since 2015, marked by governance fragmentation, economic collapse, environmental challenges, and geopolitical rivalries. Now in its tenth year, Yemen’s conflict is multifaceted and features religious, regional, and tribal dynamics, and the presence of several local nonstate armed groups. Yemen is fragmented politically, militarily, and economically, including into two separate economic zones-each governed by its unique set of institutions, controlled either by the Houthi movement or the Internationally Recognized Government (IRG) . The conflict has drastically affected the country's development, as outlined in the Streamlined Country Diagnostic. FCV drivers in Yemen include: (1) erosion and fragmentation of national institutions, governance, state legitimacy, as well as repression of dissent; (2) a dysfunctional social contract and erosion of civic space; (3) collapse of the economy and public services; (4) competition over natural resources, exacerbated by mismanagement and climate shocks; and (5) geopolitical and external influences. If unaddressed these create significant risks for Yemen’s stability and recovery. To help mitigate some of these drivers, it is key to leverage the country’s sources ofresilience. Sources of resilience in Yemen include: (1) local governance and service provision; (2) grassroots participation, social solidarity, and the role of the civil society and women for resilience; (3) private sector, key economic sectors, and nonstate frameworks and structures; (4) transparent non-oil resource management (e.g. traditional, community-based management of water resources and systems as well as agricultural terracing); and (5) donor funding and formal social safety nets. In line with RECA objectives, preservation of institutional capacity and human capital is critical. Several institutions in Yemen are important to preserve during the conflict and for future recovery. These include key domestic institutions that operate at a national scale, local governance structures, public sector salary payment systems, CSOs and informal networks like women’s groups and families, tribal structures, and religious leaders that play critical roles in aid delivery, social support, and conflict resolution. Preservation of human capital is equally crucial. The prolonged conflict has devastated basic service delivery in education, health and nutrition, with many schools closed and healthcare facilities nonoperational. Supplemented by RECA resources and guided by the forthcoming FCV Strategy, the WBG’s CPF: Better Livelihoods and More Jobs Amid Fragility emphasizes the importance of selectivity, partnerships and geographic targeting, while identifying sustainable local delivery platforms that have the potential to achieve lasting impact. The pipeline seeks to enhance efforts to preserve human capital and institutions, while preserving the do no harm principle; align with the IDA21 commitment to help address FCV drivers and sources of resilience; and support local delivery platforms that have the potential to deliver services, maintain community infrastructure, and support job creation in a sustainable manner. Partnerships will continue to be key to Yemen's crisis response, providing the coordination, resources, and institutional support needed to address the country's complex and overlapping humanitarian, development, and peacebuilding challenges.
