The World Bank Group Strategy for Fragility, Conflict, and Violence 2020–2025 outlines a shift from post-conflict reconstruction toward addressing the full spectrum of fragility. It explains how rising violent conflict, extreme forced displacement, inequality, discrimination, climate and demographic change, migration, technology shifts, illicit finance, and violent extremism interact to deepen vulnerability and create spillovers across borders. The strategy highlights scaling up FCV financing, including IDA18’s increased, tailored support for fragile and conflict-affected situations, and emphasizes prevention through inclusive development, while preserving institutions and human capital during conflict and supporting transformational recovery as conditions improve.

The GrowingChallengeof Fragility,Conflict, andViolence WORLD BANK GROUP STRATEGY FOR FRAGILITY, CONFLICT, AND VIOLENCE 2020–2025 EXECUTIVE SUMMARY 4 The World Bank Group’s work hasevolved from a focus on post-conflictreconstruction to addressing challengesacross the full spectrum of fragility. Addressing the challenges of fragility, conflict, andviolence is critical to achieving the World BankGroup’s twin goals of ending extreme poverty andboosting shared prosperity. By 2030, more thanhalf of the world’s extreme poor will live in countriescharacterized by fragility, conflict, and violence (FCV) .1Preventing and mitigating FCV challenges is key tomaking progress toward the Sustainable DevelopmentGoals (SDGs) and to the international community’sbroader efforts to promote peace and prosperity. The global fragility landscape has worsenedsignificantly in recent years, impacting both low-and middle-income countries. Violent conflictshave increased to the highest levels observed overthe past three decades.2 The world is also facing thelargest forced displacement crisis ever recorded.3Rising inequality, lack of opportunity, discrimination, and exclusion are fueling grievances and perceptions of injustice. Climate change, demographic change, migration, technological transformations, illicit financialflows, and violent extremism are often interconnected, posing risks that transcend borders. Many countriesalso suffer from chronically poor governance. These factors can increase vulnerability to shocks andcrises and can create regional and global spillovers. They could cause devastating impacts, especially forwomen, children, youth and people with disabilities, that could be felt for generations. Without swift andeffective action, FCV risks could both erode gainsmade in the fight against poverty and undermine theprospects for further progress. Faced with these dynamics, the World BankGroup (WBG) has been changing the way it worksin FCV settings. This work has evolved from afocus on post-conflict reconstruction to addressingchallenges across the full spectrum of fragility. The2011 World Development Report, Conflict, Security, and Development, emphasized the close link betweensecurity, justice, and development. The 2018 jointUN-WBG report, Pathways for Peace, called on theWBG to “pivot to prevention” by further prioritizinginclusive approaches to development that can help prevent and mitigate FCV risks before conflictand viole
