Financial Envelope and Knowledge Through a One WBG approach, the CPF will be implemented jointly by IDA, IFC, and MIGA. It will leverage the flagship WBG initiative on AgriConnect to catalyze partnerships and crowd in private financing, driving innovation and growth in agribusiness. Targeted analytics and advisory tailored to PNG, combined with capacity building through the WBG Knowledge Bank and sustained policy dialogue on critical reforms, will complement IDA financing. It will also help unlock greater IFC and MIGA engagement, including the use of the IDA Private Sector Window and Guarantees (PSWG)—essential de-risking instruments to attract private investment in PNG’s high-risk and structurally challenging investment environment. The CPF will also draw from the Preventive and Resilience Allocation (PRA), the Global and Regional Opportunities Window, and deploy instruments from the Enhanced Crisis Preparedness and Response Toolkit, the Crisis Response Window, and Contingent Emergency Response Components (CERCs), already embedded in parts of the portfolio. The IDA indicative lending envelope for FY26–31 is approximately US$1.2 billion. The indicative financing envelope incorporates a 50 percent top-up to the Performance-Based Allocation (PBA) in FY26 based on the prepared PRA Eligibility Note. Subject to strong portfolio performance and successful completion of PRA annual reviews, it anticipates a 75 percent top-up to the IDA21 allocation through the PBA mechanism in FY27 and FY28. The existing IDA program under implementation amounts to US$700 million across 10 projects. The CPF period covers IDA21 and IDA22 cycles. Although the number of projects will remain broadly stable—reducing to 9 in FY27 and returning to 10 in FY28—the WBG will focus on scaling those up with proven results by increasing the minimum project size. The Agriculture Commercialization and Diversification project size will more than double, while Rural Service Delivery will increase five-fold—both at US$100 million. The annual average project size will increase from US$71 million at the end ofFY25 to US$119 million at the end ofFY28 . PNG is an IDA “blend” country and receives all its IDA financing as credits, on blend credit terms. IFC’s current committed portfolio exposure stands at US$37 million across three projects in the financial, transportation, and waste management sectors, committed over FY24–26. The active investment pipeline currently includes one IDA PSW-supported project for the development of commercial real estate in Mt. Hagen. Going forward, IFC will continue leveraging IDA PSW facilities to de-risk its investments and utilize its Upstream Advisory to build a robust pipeline of investment projects in the country.
