Public Disclosure Authorized Public Disclosure Authorized Western Africa Cameroon-Chad Transport Corridor Project Eligibility Note for Access to the Prevention and Resilience Allocation (PRA) for Chad and Cameroon Chair Summary* February 15, 2022 The Executive Directors discussed the Eligibility Notes for Access to the Prevention and Resilience Allocation (PRA) for Chad and the PRA for Cameroon and approved an IDA financing of US$538 million equivalent, of which a US$313 million equivalent IDA credit is for Cameroon and US$225 million equivalent IDA grant is for Chad, for the Cameroon-Chad Transport Corridor Project on the terms and conditions set out in the President’s Memorandum. Directors took note of the alarming situation of conflict and vulnerability in the Sahel and Central Africa region, including Chad and Cameroon. They welcomed the World Bank leadership in coordinating the dialogue with other development partners. They appreciated the level of ambition of the PRAs, the clear strategic objectives, and action plans, including recalibrations of IDA portfolios to support the efforts of Chad and Cameroon to reduce conflict and violence. They inquired about the implementation of the FCV strategy and stressed the need for a regional angle and a focus on addressing FCV drivers and the needs of marginalized groups in an inclusive manner. Directors urged close attention to mitigate the effects of climate change, improve governance and access to quality education. Directors also welcomed the Cameroon-Chad Transport Corridor Project, an innovative and transformative regional transport operation that would address the connectivity challenge in this strategic corridor and contribute to increased competitiveness and regional market integration for both countries. They noted that the project effectively operationalizes key dimensions of the PRAs by alleviating Chad’s isolation, increasing access to basic social services, and boosting local development strategies, especially in conflict-affected areas. They encouraged further efforts in addressing climate resilience, gender gaps, and road safety as well as building client capacity. The Directors noted with appreciation the private capital mobilization of the project and emphasized the need to continue involving the private sector to further strengthen the transport sector and ensure long-term sustainability. The Directors commended the broad consultations and collaboration with other development institutions and the private sector and encouraged this strong coordination to continue throughout project implementation. Finally, Directors noted the substantial risks associated with the PRAs and the project, notably with the deteriorating security situation in the Sahel region, and political risks in Chad, stressing the importance of measures to address governance and public financial management challenges.
