His Excellency
Bernard
Vernier-Palliez
Ambassador of France
to the United States
Dealing with crises does not leave very
much time to try to build strategies be-
cause major issues are linked. It is
obvious that there is one major issue
which is a strategic issue, both in this
country and in Europe.
In Europe, the problem for us is a very
simple one,we havekept peace through
deterrence for the last 30 years. This
deterrence is at the risk of not being cred-
ible anymore because of the turn of the
balance in favor of the Soviet Union, and
the deployment of its SS-20s.
The world is facing economic,financial
and monetary crises. We have taken the
time to recognize that because we have
had recessions since the end of the war,
but fortunately,they were never simulta-
neous in different countries.When we
had a slow-down in Europe,this coun-
try's economy was booming,developing
countries were growing.When this
country was in a recession Europe was in
good shape.
For the last two and a half years,West-
ern industrialized countriesEastern
countries,developing countries,and even
oil-producing countries have been hit
by the recession at a time when a lot of
countries have been obliged to practice
deflationary policies in order to put their
business in order. We were obliged to
do this in France,at the beginning of June
1982.
When the IMF wished to bail-out Mex-
ico asked them to bring back its budget
deficit from 16 percent of G.N.P.to8
eight percent in the first stage and 5 per-
cent in the second stage.Mexico thus

Zbigniew Brzezinski's memoirs from
the Carter adminstration,Power and Prin-
ciple, confirm his role as a "hard liner
on Soviet affairs.Brzezinski contended as
National Security Council director that
anything less than a hard line on key is-
sues would signal U.S.weaknesses and
misconceptions to the Soviet Union.
Brezhnev's death in November of last
year brought a new Soviet leader to
power,Yuri Andropov,raising questions
throughout the world about new direc-
tions,if any,the Soviets would take.In
his Commonwealth Club address Brze-
zinski will discuss these possible
changes, what signs of changes have thus
far surfaced,and the experiences of
direct negotiation with the Russians.
