Vol.14 No.18 ACA... ## 113th ANNUAL CONGRESS OF CORRECTIONGATHERS IN CHICAGO Professionalism Surrounds Association By Richard J.O'ConnellPublisher,Washington Crime News Services The American Correctional Association(ACA)held its 113th Congress of Correction Aug.7-11 inChicago. The Congress attracted just over 4,000members and guests. It is tough to admit, but the last Congress ofthe ACA that your reporter personally attendedwas the 100th Annual celebration held in Cincin-nati,Ohio,in 1970.Corrections Digest was aninfant at the time.Since that time,CorrectionsDigest has attended every Congress, but not mepersonally. If Corrections Digest has grown anyover the years, the ACA has grown by leaps andbounds. We couldn't help but be impressed withthe professionalism exhibited by the staff thatExecutive Director Anthony P.Travisono hasassembled. The Congress was conducted most impressivelyin a physical facility that can best be described asvery confusing.Yet,the staff and all the supple-mental personnel from the Cook County Depart-ment of Corrections and the Illinois Departmentof Corrections were most helpful. You could notturn around and not find someone to help you withany problem that you might have. ## The Issues From the accounts that I have read and heardabout in the past, this Congress was rather quiet. The program content and list of workshops was mostimpressive with the theme being:"Leadership-Shaping Human Service and Public Safety Policy." In his presidential address,ACA President H.G.Moeller said the Program Council of the Congresshas“...bracketed the two most dominant elementsof our professional goals-the delivery of humanservices and the protection of the public. This is anequation in equilibrium,a necessary balance that mustbe preserved.” Moeller chose to center the focus of his addresson the main theme of the Congress. "We are told by the literature of public andcorporate administration and management manythings about leadership,"he said.“There is substan-tial consensus that it is a function of leadership tocreate options and opportunities and to refuse tosubstitute apologies and excuses for results.Leadersbelieve in themselves and refuse to be discounte-nanced by fear of failure,or overwhelmed by com-plexity,confusion,confrontations or contradictions. "Leaders recognize and make use of strengthsand resources of their organization and understandthe wants, expectations and needs of their followersas well as those whom they serve,"Moeller added."Leaders approach their tasks with enthusiasm, optimism and a breadth of interests and are moti-vated from within, not by externally generatedforces." ## What Are The Challenges? “What can be said about the challenge to this generationof leaders of corrections?”Moeller asked. “The first challenge is to provide consistent witness toour system of values,"he explained."We say that we believein several basic precepts that are embodied in the historicprinciples which we,as an Association, reaffirmed only threeyears ago.
