Management seeks to inform the Deputies and Executive Directors of the International Development Association (IDA) of an update to the criteria for operations to use Shorter Maturity Loans (SMLs) with resources from IDA20’s Scale-up Window (SUW). The update will align these criteria with the World Bank Group’s evolving crisis response framework as it transitions from the COVID-19 Crisis Response to the Global Crises Response Framework (GCRF) . 1 II. BACKGROUND 2. The Scale Up Window (SUW) provides a mechanism for eligible IDA countries to augment their country allocations with additional resources delivered through two distinct parts: the concessional SUW-Shorter Maturity Loans (SUW-SML), offered only in IDA20 in order to scale up investments in eligible countries with need for additional short and medium-term resources as part of their crisis response, and the non-concessional Regular SUW, where eligible countries with healthy debt outlooks can borrow at IBRD terms (group A) to pursue selected highimpact operations. 3. At the time the SUW-SML instrument was designed, the World Bank Group (WBG)’s crisis response was guided by the framework set forth in the COVID-19 Crisis Response Approach Paper.2 Therefore, in addition to the country eligibility criteria set out in Annex 9 of the IDA20 Deputies Report, proposed operations funded through SUW-SMLs are required to demonstrate alignment with one (or more) of the four pillars of the WBG COVID-19 Crisis Response framework. 4. The four pillars of the WBG COVID-19 Crisis Response Framework comprised: (i) World Bank emergency support to health interventions for saving lives threatened by the virus,(ii) WBG social response for protecting poor and vulnerable people from the impact of the economic and social crisis triggered by the pandemic, (iii) WBG economic response for saving livelihoods, preserving jobs, and ensuring more sustainable business growth and job creation by helping firms and financial institutions survive the initial crisis shock, restructure and recapitalize to build resilience in recovery, and (iv) Focused WBG support for strengthening policies, institutions and investments for resilient, inclusive and sustainable recovery by Rebuilding Better. 1 See “World Bank. 2022.
