The Uganda Country Partnership Framework (CPF) will leverage the full World Bank Group (WBG) toolkit (knowledge, advisory services, financing, and guarantees) to crowd-in public and private sector solutions to deliver results. International Development Association (IDA) resources will lay the foundation for and incentivize scaled-up private sector investment by the International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA), particularly in the transport, energy, finance, digital, tourism, and agriculture sectors. 2. Spanning three IDA cycles (IDA21 FY26–FY28; IDA22 FY29–FY31; IDA23 FY32–FY35), the CPF envisions an indicative IDA lending program of about US$2 billion per cycle5 on top of the existing IDA portfolio comprising 17 projects and totaling US$4.05 billion (December 31, 2025) . In addition to its IDA Performance Based Allocation (PBA), Uganda will also have access to resources from the IDA Window for Host Communities and Refugees (WHR), Global and Regional Opportunities Window (GROW)—including the sub-Window for WHR on full grant terms during IDA21—as well as then Scale-Up Window (SUP) and the Private Sector Window (PSW) . IDA lending will be financed through investment project financing (IPF) and Program-for-Results financing (PforRs) until the necessary conditions for development policy financing resume. Reflecting learning from the previous CPF, and recognizing the need for direct support to Government of Uganda (GoU) systems for longer-term institution-building, the program will explore innovative ways to combine instruments and modalities and to effectively integrate or mainstream mechanisms in strengthened government systems. Financing from the US$79.2 million Multi-Donor Trust Fund (MDTF) will continue to be critical to delivering CPF outcomes, particularly for/in domestic revenue mobilization and private sector development for jobs creation. Given the scale of the country's development needs and the significant decline in Official Development Assistance (ODA), the program relies on increased domestic revenue mobilization, better leveraging of co-and parallel financing from a diverse set of partners, and more private capital. 3. A 10-year CPF horizon is proposed to provide the continuity and depth of engagement required to advance Uganda’s long-term development agenda. Many of the CPF’s priority reforms—such as strengthening public expenditure management, improving debt management, and increasing nonoil domestic revenue—are complex, multi-year processes that require sustained policy dialogue, institution building, and iterative support. A longer timeframe allows the WBG and Go Uto sequence these reforms more realistically, reinforce implementation capacity, and maintain momentum across IDA cycles. It also creates space to deepen structural transformation, strengthen human capital, and build resilience to climate and fragility risks, all of which demand consistent, multicycle engagement. Amidterm Performance and Learning Review will ensure accountability and enable course corrections as needed, while preserving the longer-term strategic orientation. 4. IFC's portfolio in Uganda is expected to expand during the CPF period, subject to the conduciveness of the business enabling environment and market dynamics. IFC committed investment exposure totals US$86.8 million and its advisory portfolio US$13.9 million (December 31, 2025) . It aims to grow its investment and public-private advisory efforts, continuing its focus on developing new infrastructure.
