We refer to this phenomenon as the“smart compound.” Despite its rapid proliferation, it has received comparatively little sustained scholarly attention: the literatures on smart cities and on gated communities have developed largely independently ofone another, even as developers are, in practice, merging the two. This paper introduces the smart compound as an emerging real estate and urban development phenomenon, considers the opportunities and risks it presents, and examineshow questions ofdata governance differ when smart urban infrastructure is built and owned privately rather than publicly. It concludes with a set of research questions intended to orient researchers, planners, and regulators toward a phenomenon whose growth is outpacing the scholarship meant to accountfor it. Introduction: A Growing Unit of Urban Intelligence For most of the past two decades, the “smart city” has been the dominant frame for thinking about technology and urban life: municipal governments, often working with large technology vendors, layering sensors, data platforms, and digital services across an entire metropolitan area. But a quieter and arguably faster-moving phenomenon has been building alongside it. Private real estate developers, not city governments, are now building “smart” at a much smaller scale: the gated residential compound, the master-planned community, the private mixed-use district. The term “smart compound” is not yet an established academic category, but it is already a marketing and product category in fast-growing real estate markets. In Egypt, for instance, developers building gated communities around Cairo now routinely brand entire projects as smart compounds—integrating home automation, app-based access control, centralized security, and building-level energy management as standard features rather than add-ons; in projects such as Nyoum and iCity New Cairo, or Nha Be in Ho Chi Minh City, spanning hundreds of acres and thousands of units. The pattern is not unique to Egypt or Vietnam: it echoes across Gulf megaprojects, Chinese gated new towns, and master-planned suburbs in Southeast Asia and Latin America - wherever private capital is building large residential or mixed-use developments from scratch. What makes this a distinct phenomenon, rather than simply “smart city, but smaller”, is who is doing the building, and under what structure of control and accountability. It is tempting to draw the line as public versus private: smart cities as public projects—initiated by municipalities, financed (at least partly) by public budgets, and accountable, however imperfectly, to residents and elected officials—and smart compounds as private products, initiated by developers, financed by land and unit sales, and accountable primarily to buyers and investors (and to public officials mainly at the permitting stage) .
