The global economy is starting to turn the corner, with declining inflation and robust trade growth. The September 2024 OECD Interim Economic Outlook projects global GDP growth will remain resilient at 3.2% both in 2024 and 2025, with a further decline in inflation, improving real incomes, and less restrictive monetary policy helping to underpin demand. Inflation is now at or within one percentage point of central bank targets in around 80% of OECD economies, and expected to be back to central bank targets in most G20 economies by the end of 2025. 2. Low-income countries continue to face challenges in the wake of recent shocks that have increased public debt ratios, debt servicing costs and default risks. Half of low-income countries continue to be in sovereign debt distress or at high risk of debt distress. Credit ratings of low- and lower-middle-income countries deteriorated in 2023. Compounding these pressures, longstanding structural challenges like those related to climate change and deepening economic and social disparities, will create new demands on developing countries’ finances and risk holding back development progress. The financing gap for achieving the Sustainable Development Goals remains substantial, estimated at USD 2.5 trillion to USD 4 trillion annually. Reforms to scale up public and private development finance, and strengthen domestic resource mobilisation in developing countries, are key fiscal priorities. 3. Recent geopolitical tensions and shocks have put pressure on global food supply chains. Joint analysis from the OECD and the Food and Agriculture Organisation (FAO) shows that developing countries’ dependence on agricultural imports has grown, particularly in regions like Sub-Saharan Africa and the Middle East and North Africa (MENA) . Open, well-functioning and resilient international trade will continue to be key for food security, for example with cereal imports in Sub-Saharan Africa projected to grow by 77% by 2033. 4. Women’s economic empowerment is progressing, though significant challenges remain. The OECD’s latest Social Institutions and Gender Index shows that statutory laws governing land and property ownership are gender-neutral in most regions of the world, but the proportion of women landowners is below that of men in all regions of the world. In nearly half of the 49 countries with available data, men are at least twice as likely as women to own agricultural land, limiting women’s ability to secure financial stability, food security and credit and ultimately hindering inclusive growth. THE VALUE AND ROLE OF DEVELOPMENT FINANCE 5. The OECD is leveraging its data and analysis to reinforce global efforts to monitor official development finance, evaluate the impact of Official Development Assistance (ODA) and promote effective development cooperation. Our data shows that ODA remains an important, stable and reliable source of external finance for developing countries. 85% of total ODA is provided as grants, meaning it does not increase developing countries’ debt loads. 6. ODA levels from Members of the OECD Development Assistance Committee (DAC) have increased significantly. ODA rose by 47% in real terms from 2015 to 2023, to reach a new high of USD 223.7 billion in 2023 according to preliminary estimates.
