Russia’s invasion of Ukraine has had an immense humanitarian impact. We express our sympathy for the loss of life from this war and full solidarity with the people of Ukraine. We call for greater international cooperation and strengthened multilateralism to prevent fragmentation and safeguard global peace and prosperity. We meet in the shadow of the war in Ukraine, with forced displacement at a scale not seen since the 1940sand heightened uncertainty on global markets. In this moment of disruption, rising food and energy insecurity are compounding and converging with pre-existing challenges – health security, climate change, biodiversity loss, technological change and geopolitical shifts – that were already resulting in growing fragility and conflict across the globe. The global recovery remains fragile and uneven across countries, regions, and sectors. Growth, trade and investment are impacted by commodity price shocks, inflationary pressures, tighter financial conditions and widespread debt distress. The impacts will be felt most by the poorest countries and the most vulnerable groups, including women and girls, undermining poverty alleviation, human capital accumulation and exacerbating the upticks in poverty and inequality precipitated by the pandemic. The reversal ofa decade of development gains in some parts of the world, sluggish growth and rising inequality makes for less stable and secure societies. Fragility and conflict Heightened fragility and conflict are likely to continue, with implications for how the World Bank Group (WBG) operates, its modalities and partners, especially the United Nations. The WBG needs to find more consistent and systematic ways to deal with persistent and episodic crises, while still addressing longer term development needs. We applaud the step change in the WBG’s financing, analytical work on the drivers of conflict and its role as global convenor on fragility, conflict and violence (FCV) in recent years, including its efforts across multiple IDA cycles. As the WBG proceeds with the implementation of the FCV Strategy, we encourage it to work with the IMF on its new strategy and to make further efforts to enhance its global footprint.
