Reem Alabali Radovan Federal Minister for Economic Cooperation and Development Germany 112th Meeting of the Development Committee October 16, 2025 Washington, DC The World Bank Group and the International Monetary Fund are central institutions of a rulesbased multilateral order that has fostered global peace, prosperity and development. This order is changing rapidly, increasing the need for multilateral cooperation while testing our ability to engage in collective action as a world community. Conflicts, climate change and economic challenges are slowing or reversing development gains. They are impeding opportunities for sustainable growth and shared prosperity, thereby putting the poorest and most vulnerable even more at risk. The World Bank Group has proven that multilateralism can respond and deliver in the face of a rapidly changing global landscape. Its role is more critical than ever – the role of finding sustainable solutions to global challenges, providing policy advice and financial support for countries undergoing economic and social transformations, and bringing together different perspectives to shape joint policy priorities. With the World Bank Group’s evolution, shareholders agreed on a common vision: “a world free of poverty on a livable planet”. This vision takes into account the fact that, in order to end extreme poverty and achieve shared prosperity, we need to protect global public goods and address global challenges such as the climate and biodiversity crisis, pandemics, and fragile and conflict-affected situations. Throughout various shifts in the global economic context, the World Bank Group has provided important financial support to promote long-term development and economic growth in middle-income countries and emerging market economies. The development strategies, policies and investment choices of those countries play an indispensable role in our common efforts to promote sustainable growth and cooperate to address global challenges. To better respond to these challenges, shareholders have strengthened the Bank’s financial capacity to expand lending. We appreciate the launch of the World Bank’s Framework for Financial Incentives. It is the first financing mechanism by a multilateral development bank to incentivize middle-income countries to deliver on global public goods in a manner that supports their national priorities. Concrete country operations have started and show that the provision of hybrid capital by Germany and other shareholders has responded to client demand. This is a strong example of how the World Bank Group as a multilateral credit cooperative can build partnerships around global issues. Strengthening these partnerships remains a priority for Germany as it continues to work with other shareholders and management towards a bigger and more efficient and effective World Bank Group. To ensure an effective, accountable and legitimate World Bank Group in a changing world, we need to protect what works while ensuring that every country is heard and represented appropriately. Germany attaches particular importance to further strengthening the voice of the poorest member countries. Better representation must go hand in hand with increased responsibility for effective multilateralism. Safeguarding credibility and long-term financial sustainability will be essential.
