We welcome the fact that the papers provide comprehensive overview and diagnosis of today's crises.Thisis an important step towards asserting the determination of the WBGin helping the international communityaddress them swiftly.It is encouraging that the papers also reflect the Bank's commitment to the 2030Agenda,including SDGs and the twin goals. We believe that developing countries,hit hard by the food and energy crises,and by the climate changeimpacts,require the mobilization of all key stakeholders,primarily Governments,the internationalcommunity,and the private sector,to tackle these crises with appropriate recovery measures and financing. While supporting the papers'recommendations,we would like to emphasize the following points: On Food,we thank the WBG for its endeavor to curb the impact of food insecurity.However,we requestto draw a clear and strong causality relation between food crisis,poverty,social protection,and migration.The battle to end poverty is far from being achieved,so we would welcome greater insight into the Bank'sanalysis paving the way for an effective food security strategy for client countries.It is concurred thatsignificant disruption to food,fuel,and fertilizer markets has severely constrained the fiscal space in mostdeveloping countries.However,we urge the Bank,not only to tailor its support to client countries in termsof fiscal impacts,but also to leverage its knowledge and work on social inclusion and welfare issues toassist countries in their crisis response. It may be noted that despite unrest being a cause of food insecurity,the reverse is also true.Coupled withother crises,food insecurity is also a factor that leads to eruption of violence.To combat this,we call onthe WBG to encourage Western and African leaders to fulfill their commitments to ensure that trade barriersare swiftly lifted and provide consistent support to countries facing food insecurity. Lastly,the Bank should remain strongly engaged to help countries to achieve the SDG's target of halvingfood waste and loss by 2030 and to support modern agricultural technology R&D. On Energy,to ease the economic hardship of the energy crisis on the most vulnerable communities,accelerated actions on policies that are centered around social protection measures for those severelyaffected are urgently required.In this vein,strong collaboration with other MDBs and client countries isessential in finding immediate solutions by developing short-term policies. In medium to long-term framework,financing and technology transfer should be a clear priority,enablingdeveloping countries to diversify their energy mix and tackle energy poverty.In this regard,we expect forthe Bank to play a catalyst role in enhancing
