The country portfolio grew fourfold from FY18 (US$109 million) to FY24 (US$446 million), ramping up the World Bank’s engagement. During the CPF implementation period, with greater selectivity and a focus on replicability and scale, investment will focus on critical infrastructure. Greater use of innovative financing instruments, including climate finance, will also be made to support more adaptation and some of the mitigation agenda. As Solomon Islands signed up for the Rapid Response Option (RRO), a deeper exploration of the existing Crisis Preparedness and Response Toolkit will be undertaken. Solomon Islands is also eligible for leveraging other IDA windows, including the Global and Regional Opportunities Window, Crisis Response Window, and Scale-Up Window, when relevant. The IFC will scale up its programs through enhanced advisory services and upstream interventions that create a favorable enabling environment for private sector investment. During the last CPF cycle, IFC undertook a total of 14 projects (6 Solomon Islands-specific and 8 regional with a Solomon Islands’component), totaling US$5.1 million and mobilized a US$63 million investment. IFC will intensify upstream reform and advisory work to unlock a high-volume private sector pipeline, using public investment management diagnostics to surface bankable public-private partnerships (PPPs) and strengthen national investment-promotion capacity. Leveraging its experience with TRHDP, MIGA will continue to look for additional opportunities to support foreign direct investment and trade finance transactions. MIGA will coordinate closely with the World Bank and IFC to support foreign investment in the tourism sector through its guaranteed solutions, leveraging IDA’s Private Sector Window when needed. MIGA will actively screen tourism, energy, digital, and trade-finance deals, offering risk-mitigation instruments that de-risk sizable inflows. Portfolio at a Glance The CPF will implement the WBG’s knowledge agenda to identify appropriate solutions to help the SIG address structural constraints for growth and vulnerability against external shocks. A number of core analytics, including the Country Economic Memorandum, have informed the design of this CPF, especially in identifying bottlenecks that undermine private sector-led growth.
