Public Disclosure Authorized Public Disclosure Authorized Republic of South Africa COVID-19 Response Development Policy Operation Chair Summary* January 20, 2022 Executive Directors approved the COVID-19 Response Development Policy Loan to South Africa in the amount of $750 million financing from IBRD on the terms and conditions set out in the President’s Memorandum. Directors noted that this milestone operation marks an important opportunity to strengthen the partnership between the Government of South Africa and the World Bank, building on the recent Country Partnership Framework. They welcomed the intention of the authorities to make greater use of IBRD resources over the medium term. Directors expressed strong support for the objectives ofthe operation, namely, to protect the poor and those most vulnerable from the adverse socio-economic impacts ofthe COVID-19 pandemic, and to solidify reforms for a resilient sustainable recovery. They appreciated the trust and robust collaboration that is being built with the Government and commended the efforts by the South Africa authorities to fast-track structural reforms to put the country on a higher, more inclusive and sustainable growth path. Emphasizing the jobs agenda, they urged South Africa to focus on stronger growth-enhancing reforms to address the significant unemployment challengesand reduce inequality. Directors called for a more enabling environment to support private sector investment in the economy and in this regard encouraged continued priority focus on governance issues. Directors welcomed the commitment by the South Africa authorities to address climate change and noted the landmark agreement with international partners at the margins of COP26 to help South Africa decarbonize and called for increased ambition. Directors noted South Africa’s plans to decommission existing coal-fired plants as the country moves toward a Just Energy Transition. Highlighting the importance of a comprehensive and inclusive approach, they encouraged the World Bank Group to support these efforts including through its convening capacity. Finally, Directors acknowledged that this development policy operation is part ofa larger effort by International Financial Institutions including the International Monetary Fund, the African Development Bank, the New Development Bank, KfW and others, and stressed the importance of close coordination and cooperation among all partners. *This Summary is not an approved record.
