The Committee welcomed the World Bank Group (WBG) Management Action Record (MAR) Report and Independent Evaluation Group (IEG) Validation Report for FY25 . Members commended IEG and Management for their close collaboration, acknowledging MAR’s enhanced quality. They also appreciated significant progress Management has made in accelerating implementation of IEG recommendations across the WBG. Members were pleased to see similar results in Management’s self-evaluation and IEG assessments evaluating progress on the recommendations and in retirement proposals, which they interpreted as an indication of improved and constructive collaboration. Members recognized the MAR process as both a compliance exercise to ensure that progress on recommendations is indeed occurring, and as a valuable tool for learning, adaptation, and identifying areas for improvement that will lead to better development outcomes. CODE highlighted MAR’s role in supporting WBG’s alignment with strategic priorities, as well as in identifying challenges in cross-institutional coordination and translating analytics into operational impact. Members noted the importance of establishing clear institutional ownership, especially for the WBG-wide recommendations, as key for improving speed and efficiency of implementations. They also expressed continued support for appointment of “champions” for individual recommendations to lead progress, particularly for lagging recommendations. The Committee acknowledged Management’s concerns about the ongoing buildup of recommendations and emphasized the need for a clearer process of prioritization and sharpening of the focus. Management assured it will continue to work on streamlining the implementation and on collaborating with IEG to further clarify the process of retiring or extension of recommendations. Members welcomed and supported the planned joint Management-IEG reflection exercise – five years since the FY20 MAR reform – as a way to further strengthen the process, make it fit for purpose, and make the WBG more efficient in its delivery. Members agreed to retire 19 recommendations and to extend three recommendations due to their continuing relevance. Some members asked for, and received from IEG and Management, further clarifications regarding dropping of two recommendations – for Energy Efficiency and for Additionality in MICs – suggested by both IEG and Management for no longer being relevant due to challenges in collecting scope 3 data and the incompatibility of a MIC-wide additionality recommendation with project-level additionality assessments. 􀀍 This report is not an approved record.
