To this end the Commission secured the services of Dr.GustavToepfer,the eminent physieian from Carlsbad,who before thedisruption of Austria-Hungary had had charge of the mediealbranch of the springs.Dr.Paul Haertl,Director in charge of themaintenanee and developinent of the Kissingen Springs,was alsocalled to this country to advise the Commission as to his recom-mendations for the best use of the springs.The Commission alsowants to record its thanks for the work done by Dr.Walter B.James,who has been of the greatest assistance in making helpfulsuggestions Both Dr.Toepfer and Dr.Haertl separately visited SaratogaSprings,and made thorough studies of the eonditions,charaeterand supply of the waters,and each has made a separate reportwith recommendations as to future development,which reportsare transmitted herewith. Your Commission has carefully considered these reports and hashad personal interviews with these eminent anthorities,and re-speetfully submits herewith our conelusions,i.e.: Saratoga Springs offers an unequalled opportunity for thedevelopment of a leading health resort by reason of its mineralsprings,unsurpassed by those of Europe.some 150 in number,while the diverse qualities of the waters and its general natural 2 eontours combine effeetively for health development.As DrToepfer states in his report,“Saratoga possesses all of the gen-eral advantages of a first elass health resort;a stimulating climate,a beautiful country offering opportunities for attraetive drivesand for the developinent of graduated walks that are so necessaryfor the earrying out of health measures in a eure resort,and easyaccessibility to great centers of population." In order that Saratoga Springs may become of the greatestbenefit,not only to the people of the State but to the whole ofAmerica,as it should by reason of its unsurpassed eurativepowers,your Commission coneludes that it may be necessary forthe State to 1.Seeure some further pareels of land in eonnection with itspresent holdings. 2.Cause to be erected additional bath houses,assembly hallsand buildings of the same general character to those in the bestEuropean spas;to have operated in connection with the bathsa modern hotel;to develop attractively the State lands adjoiningthe springs,and make other developments. 3.Seeure the eooperation of the medieal profession in orderthat these waters which have such eurative properties may be ofthe greatest possible use. If these recommendations are approved it would seem advisablethat a eommittee of two.or three experts,say the State architeet,or his appointee,an eminent engineer,and possibly a doctor,beauthorized to visit during the eoming season the leading Europeanspas,seeuring much necessary data t
