Economic,social and educat1onal advancement(continued) Mr。MAHEU(United Nations Eaucational,Scientific and Cultural Organization)(interpretation from French):As I did with the previously examinedTrust Territory,I vish to give the Council UNESCO's comments on the report ofthe Administering Authority for 1955. hese comments were approved by.theExecutive Council of my organization and they appear in document T/1304. I shall limit myself here,as I did on the previous occasion,to dravingthe attention of members of the Council to the principal points and salientpassages of these comments. First of all,as regards education,UNESCO has noted with satisfactioncertain new trends which have appeared in the educational policy followed by theAdministering Authority based on principles established in 1952. These trendsare in the first place the development of the role of the school in the conimunityand the adaptation of the school to the environment. In paragraph 2 of theUNESCO document the satisfaction of our organization is noted in connexion withthe observations which appear in the report on page 224. Another very welcome trend in the educational policy,it seems to us,is theAfricanization of the teaching staff in elementary schools;a great number ofindigenous teachers have been appointed and some have become principals. (Mr.Maheu,UNESCo) In the context cf the adaptation of the schools to the environment,UNESCOvishes to congratulate the Administering Authority on the development of its renrlkable experiment of the pilot school at Pitoa,as is indicated in paragraph 11. I:n certain primary schools vocational courses have been incroduced. 7ith regard to finances,the Executive Council of UNLSCO could have wishedthat the reporc had been nore explicit on quantitative data.It is howeverapparent --and this is undoubtedly the essential point --that the totalexpenses for education show a considerable increase by comparison with theprevious fiscal year. The figure indicated amounts to scime 1 billion francs asagninst 734 million previously. Now I pass to the question cf primary education. Paracraph 5 of the UNESCOcom:ients sums up,in a table,the inerease in'the number of schools,of classes,of pupils and of teachers during the past five years,from 1951 to 1955, Tromthe study of this tabie a certain number of conclusions may be dravn which areencouraging and that could be summed up as follows: first of all,the increasein 1955 in the number of schools and teachers is absolutely and relatively greaterthan the increase in 1954.The increase of pupils--an increase of 30,000 --is only an absolute increas
