Nation’s capital faces a surge in homicides, which Metropolitan Police Chief Charles H. Ramsey links to overlapping pressures: security demands from the anti-terror campaign draining patrol and anti-gang resources, a weakening economy, and the emergence of organized crime involving young Hispanic groups. The report highlights easy gun availability despite strict laws, rising domestic-violence incidents, and youth believing guns settle disputes. Police focus on three homicide patterns, including indoor “crime of passion” cases.
